SUMMARY:  Under basic supervision, marks and identifies City Utilities Department service lines using Geographic Information System (GIS) computers and other equipment; collects data, and stakes utility lines.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Collects and integrates field data by utilizing Global Position Satellite (GPS) technologies and the Utilities Department Geographic Information System (GIS) database;collects data, and updates database.
  • Detects, locates, and marks Water and Wastewater (W/WW) service lines and infrastructure.
  • Reads, verifies, interprets, and updates maps; reviews data with contractors and workers.
  • Supports the divisional operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.



 Education, Training and Experience Guidelines:  High School Diploma or GED equivalent; AND one year of utilities experience.

 Knowledge of:

  • City geography, traffic patterns, streets, landmarks, and building locations.
  • Safe work practices, occupational hazards, and safety precautions on work sites.
  • Principles, and practices of Geographic Information Systems.

Skill in:

  • Using basic hand tools and following standard work procedures and safety standards.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's License is required.   

Physical demands and working environment:  Work is performed outdoors; moderate physical effort is required to locate work sites.
