Position Summary: Under general direction of the program manager and director, performs a variety of independent research, monitoring and technical duties to provide support for the various federally funded programs administered by the department. Works with detailed financial records and monitors the use of funding. Assists as necessary with all housing programs. Works closely with nonprofit agencies, housing partners and the public. Must handle confidential information with discretion.

Principle Duties/Responsibilities: Is directly responsible for the financial management of the various programs administered by the department.  Is directly responsible for maintaining accurate project data in the Integrated Disbursement and Information System. Prepares major HUD reports such as the Consolidated Plan, Action Plan and the Consolidated Annual Performance & Evaluation Report (CAPER) and Fair Housing reporting. Monitors and provides technical assistance to subrecipients to ensure compliance with federal regulations and contract requirements are met.

  1. Is directly responsible for the financial management of the various programs administered by the department.
  2. Is directly responsible for maintaining accurate project data in the Integrated Disbursement and Information System.
  3. Prepares major HUD reports such as the Consolidated Plan, Action Plan and the Consolidated Annual Performance & Evaluation Report (CAPER) and Fair Housing reporting.
  4.  Monitors and provides technical assistance to subrecipients to ensure compliance with federal regulations and contract requirements are met.
  5. Assists in the development of departmental policies and procedures.
  6. Assists in the development of policies and procedures for various federal requirements.
  7. Monitors Davis-Bacon projects, trains general contractors regarding the requirements, assists in conducting employee interviews in the field, verifies contractor payrolls and prepares contractor and subcontractor Activity Reports.
  8. Assists in the preparation of contracts for all CDBG and HOME projects.
  9. Prepares the Environmental Review Record for CDBG and HOME projects.
  10. Participates in the Odessa Homeless Coalition and assists with activities undertaken by the Coalition.
  11. Particpates in neighborhood meetings, responds to citizen inquiries and maintains a working relationship with representatives of the U.S. Department of HUD.
  12. Assists in the preparation of the departmental budget.
  13. Assists in the development and preparation of project and program reports to be presented to City Manager, City Council and the general public.
  14. Attends HUD education seminars to keep abreast of regulations and guidelines.
  15. Prepares news press releases, advertisements and broadcast scripts for the various programs the department administers.
  16. Is responsible for fair housing activities, processing housing discrimination claims and attend training.
  17. Assists as necessary with all housing programs.
  18. Supports the departmental operations with regular and timely attendance.
  19. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Position Specifications

Education:  High School Diploma or G.E.D. Certification required.

Experience: Prefer (2) Two years experience in Community Development planning or a related field. Prefer (3) Three years of progressively responsible experience in dealing with federal, state, or local regulations and with financial records. Heavy public contact experience required.

Certification: Valid Texas Class "C" Driver's License

Knowledge, Skills and Abilities:  Good verbal and written communication skills and good general accounting skills. Ability to work independently and to maintain confidentiality. Ability to complete technical research in a variety of areas related to federal requirements. Ability to generate reports, assists in the development of policies and procedures. Ability to maintain good financial and monitoring records. Needs to be detail oriented. Must receive visitors courteously and tactfully. Good computer skills and knowledge required.
