Class Summary

The Communications Program Manager position is in the Program series of our pay structure which is devoted to providing professional level program support for the City.  Typical duties may include: Assisting with management of operations and programming and/or public communication efforts; assisting with budget development; preparing reports and/or marketing and related collateral materials; and making recommendations related to areas of opportunity in assigned programmatic area.  Position is considered “Essential Personnel” which requires being on duty to respond to emergency situations including natural and/or manmade disasters and is included in the City’s Emergency Operations Center.

Typical Class Essential Duties

  • Assists with the management of City-side communications, including emergency management and public safety and/or public communications efforts; ensures compliance with applicable internal and external requirements; and assists with managing applicable contracts associated with program operations.
  • Functions as internal consultant on communication methods and issues; identifies and manages dissemination of appropriate communications projects, developing strategies and oversees all mediums of City communication including website, social media networks and printed materials.
  • Assists with developing and/or implementing program goals, objectives, activities, and strategic initiatives; assesses consequences and outcomes of program initiatives; and makes recommendations related to areas of opportunity in assigned programmatic area.
  • Assists with developing and administering program budgets; work may involve approving expenditures; reviewing financial statements; and analyzing financial operations.
  • Coordinates with internal and external departments, personnel, and/or agencies, including the public, and Board and Council members; attends meetings; and serves as a liaison, to facilitate and coordinate department operations and communicate information.
  • Prepares, reviews, and/or updates financial and general reports, memos, letters, records, newsletters, and/or marketing and related collateral materials; designs and updates websites; and maintains and updates databases and online systems; work may involve researching, compiling, and analyzing data, and making recommendations for improvement.

Functional Specific Responsibilities

  • Developing City Communications and marketing strategy including project management of City website and short and long-term goals.
  • Developing informational material to communicate to city residents, staff, and includes community outreach events.
  • Designing and producing advertisements, brochures and marketing materials.
  • Responds to emergency situations to coordinate information and function as the City’s Public Information Officer (PIO).

Training and Experience

Bachelor’s degree or equivalent and three (3) years of related experience in assigned area of responsibility; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  Valid Texas driver’s license.
