Salary:  $87,495 - $143,370 Annually (Dependent on Qualifications)

ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS: Non rotating 40 hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed.

Overview

Directs Facilities & Property Management Department which has two divisions: 1. Operations; and 2. Planning and Construction. Operations includes maintenance and municipal facilities activities. Planning & Construction includes activities in planning, renovation and construction projects, energy management and real estate.

 

Responsibilities  

  • Directs facilities management, operation and future planning of municipal facilities and associated properties.
  • Acts as the Contract Manager for City owned facilities. 
  • Establishes procedures for maintenance, repair and/or replacement of municipal facilities, grounds and systems equipment. 
  • Oversees all City’s external vendors related to facilities.
  • Supervises any office renovations and all construction projects. 
  • Maintains responsibility for moving individual staff members from one work location to another. 
  • Liaises with Fire Department to administer all fire safety policies and procedures for facilities. 
  • Recruits, trains, manages and, when required, terminates facilities staff.
  • Directs and inspects facilities for City regulatory compliance. 
  • Assesses and monitors facility repairs to ensure cost effectiveness. 
  • Establishes criteria for repair and replacement of facilities and related properties. 
  • Develops and implements department’s strategic plan in accordance with City’s overall strategic plan. 
  • Plans, programs and executes adopted budget. 

o The planning phase should be comprehensive and all-

    encompassing with regard to requirements. 

o Programming involves justifying proposed budget. 

o Budget execution should be managed with capability of making

   adjustments as the fiscal year progresses. This should include the

   ability to manage unforeseen, unprogrammed and unfunded

   initiatives.  

  • Plans, develops, and prioritizes projects and weekly work plans. 
  • Plans work/staff schedules.
  • Ensures that materials are ordered, projects are designed and planned and monies are available. 
  • Evaluates and monitors projects with regard to progress and cost. 
  • Coordinates and monitors status of work orders. 
  • Estimates, requests and purchases material and equipment. 
  • Estimates labor costs. 
  • Maintains current knowledge in the field of facilities management and maintenance. 
  • Establishes, implements and updates facility related policies and procedures. 
  • Complies with federal, state, and local laws and regulations. 
  • Follows all safety precautions/standards and City policies and procedures. 
  • Represents the City and/or department on committees and professional organization memberships. 
  • Performs related duties as assigned. 
  • Ensures compliance with applicable building and safety codes, hazardous waste disposal, hazardous materials, etc. 
  • Monitors City emergencies, including equipment breakdowns, malfunctions and alarm calls. 
  • Manages and supervises department staff including, but not limited to, work supervisors, grounds workers, custodial staff, clerical staff, etc.
  • Responsible for the maintenance and operation of the City fire alarm systems and fire protection systems in City facilities. 
  • Responsible for maintaining and updating a comprehensive safety plan, and a process for facilities opening, lock-down and emergency notification procedures. 
  • Verifies department employee timesheets for accuracy and compliance with City policies and procedures. 

 

Qualifications  

  • Position requires a Bachelor’s degree in Architecture, Engineering, Construction/Project Management or related field
  • Minimum of ten (10) years related work experience with five (5) years of supervisory experience 
  • Position prefers a candidate with an MS in Community & Economic Development, Master of Architecture, Engineering or Construction Management
  • Registered Architect preferred; Registered Engineer desired
  • LEED Certification desired, but not required
  • FEMA Emergency Management Training preferred
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating 

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview. 

Closing Statement 

Selected applicants must be able to pass a background investigation and a pre-employment drug test.

Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the City of Corpus Christi.
