JOB SUMMARY
Provides direction for the implementation and overall management of public works activities. This includes the program areas of Public Works, Solid Waste, and Lake Improvement as well as other projects undertaken at the direction of the Public Works Director and the Board of Public Works. Prepares written reports and make presentations for the Board of Commissioners, Board of Public Works, Public Works Director, and other agencies.  
EXAMPLES OF DUTIESEssential Duties:
• Responsible for the effectiveness of all public works operations. This includes preparing and approving goals, and objectives and performance measures for assigned staff consistent with Board of Public Works - (BPW) and department goals along with providing follow-up to ensure that goals and objectives are being met. Assists with preparation of the public works and solid waste budgets
• Reviews employee evaluations for proper levels of performance and works to increase performance where necessary; takes disciplinary action when needed. Responsible for keeping supervisors informed about staff goals, strengths, and performance.
• Assists Supervisor with selection of personnel, providing direction, training, and professional development for assigned staff.
• Reviews current work load status, schedules and individual personnel assignments and expertise to establish priorities and to determine ability to accept the complete future commitments. Keeps supervisor informed.
• Reviews all documents including contracts, resolutions, plans and specifications, correspondence and other materials and makes recommendations to supervisor prior to submission to the Board of Public Works or Board of Commissioners for approval or action.
• Provides recommendations and professional opinions to the supervisor, Board of Public Works, Board of Commissioners and various commissions and committees as needed.
• Works with supervisor, BPW, and other appropriate stakeholders to execute the development, update and implementation of the County's solid waste management plan and other relevant documents or projects as assigned. Assists supervisor with other DPW activities as assigned.
• Represents the County in meetings with officials of local townships, cities and other political jurisdictions and representatives of business, industry and community groups.
• Seeks grants for public works and other activities, writes grant applications and performs proper follow-up. Prepares detailed written reports including technical reports describing public works/engineering/construction and other projects and proposed projects.

• Knowledge of applicable laws, regulations, policies and procedures.
• Research, data analysis and report preparation techniques.
EMPLOYMENT QUALIFICATIONSPHYSICAL DEMANDS• Must have the ability to successfully carry out the duties and responsibilities as described in that section.
• Must be able to use a computer in preparing reports.
These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.LICENSES AND CERTIFICATIONS• Possession of a valid Michigan driver's license.
• Preference given for relevant professional certification(s) such as Professional Engineer or Solid Waste Manager.
EDUCATION• Graduation from an accredited university or college with a Bachelor's degree in business administration, engineering, environmental science, public administration or related field.
• Possession of an advanced degree is desirable.
EXPERIENCE• Five (5) years of progressively responsible experience in project management, construction management, engineering work, operations management, and in making written and verbal presentations.
• Experience with public works and environmentally-related projects and in a public agency setting is desirable.
Experience with recycling facility construction desirable.
Experience with multi-agency engagement desirable.
Experience with environmental water issues desirable.
• Additional years of experience can be substituted for the required education on a year for year basis.
