Starting Salary: $47,674.00
Salary Range for this Position: $47,674.00 - $77,804.00

General Description:  Planning, development and implementation of a comprehensive bicycle and pedestrian system/plan, an element of the MPO's Long Range Transportation Plan (LRTP), is focused on supporting, alternative modes of travel, promoting bicycle/pedestrian mobility, safety, security, education, bicycle and pedestrian design applications and facilitating awareness of laws pertaining to both bicyclists and pedestrians, and generally promoting ways to make Pasco County a safer and more pleasurable place to bicycle and walk.  This position is assigned to the Pasco County Planning and Development Department.

 

Essential Job Functions

 

Leads development of and maintenance of the County's Bicycle and Pedestrian Plan as a component of the long range transportation plan (LRTP) and multi-use trails, pedestrian and bicycle facilities, and implements bicycle and pedestrian planning strategies and policies in the LRTP. Serves as lead staff member to the Bicycle and Pedestrian Advisory Committee (BPAC) and acts as MPO liaison and staff support to the FDOT sponsored - Pasco County community Traffic Safety Team and the Pasco County School Board's School Transportation Safety Team. Assists in the implementation of various bicycle/pedestrian and trail projects as identified in the List of Priority Projects - Transportation Alternatives (TA) program, prepares applications for funding and overall coordination of project phases. Assists in the implementation of the County's Greenway, Trails, Blueways (GTB) Plan and various bicycle/pedestrian and trail projects identified in the Penny for Pasco - CIP Program.  Identifies availability and coordinates the preparation of grant funding applications for eligible bicycle and pedestrian projects.  Reviews roadway projects to assess the need and feasibility to address bicycle and pedestrian design considerations and makes recommendations accordingly.  Coordinates regional bicycle/pedestrian programs with regional planning partners and with various groups/organizations promoting pedestrian and bicycle safety education and awareness.  Develops work scopes and provides overall project management for multi-use trail feasibility/route studies utilizing consultant services.  Assists in the update of the County's Comprehensive Plan and Land Development Code (LDC) related to bicycle/pedestrian and trail facilities, and provides input on various site development plans relating to bicycle/pedestrian accommodations or plan/code compliance.  Analyzes and reports on bicycle/pedestrian accident data, conducts updated inventories of existing bicycle/pedestrian usage rates, and maintains a data base of inventoried information.

 

Knowledge, Skills and Abilities

 

Knowledge, understanding and application of bicycle and pedestrian transportation design standards and principles.  Knowledge and application of methods/techniques for community outreach and engagement.  Grant identification and applications related to bicycle/pedestrian programs.  Experience in program development, project/consultant management, team leaderships.  Knowledge of all modes of transportation plus knowledge of urban planning and design, transportation system relationships to land use.  Experience in development and presenting plans and programs in front of elected boards, agencies and other groups including the general public.  Knowledge of computer applications to manage and analyze data and produce graphical/visual depictions of pedestrian and bicycle facilities, trails, and base knowledge of GIS applications preferred.  Knowledge of the Americans with Disabilities Act (ADA) and Florida Accessibility Code requirements in the design on pedestrian and bicycle facilities preferred.  Knowledge of the Manual of Uniform Traffic Control Devices (MUTCD) and how accepted standards address pedestrians and bicyclists on public ROW preferred. Master's degree preferred.

 

Minimum Requirements

 

PHYSICAL SKILLS:   Ability to communicate effectively using speaking, hearing, writing, and vision skills.
 
EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited four-year college or university with a Bachelor's Degree in Planning, Engineering, or related field with a minimum of 2 years professional experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid driver's license.
