General Summary
Leads multi-disciplinary teams managing complex projects within the Corporate Asset Management Office.

The Project Manager is responsible for managing the development of business cases for complex capital projects identified through the Asset Management Plan (AMP) process. Identifies projects that require cost/benefit assessment and determines the need for consultant services to assist in business case development. The Project Manager leads cross-functional project teams that manage projects with varying degrees of complexity, principally, but not limited to, the planning for design and construction of physical capital assets (water/wastewater plants, pumping stations, storage and transmission facilities, communications, buildings and grounds, and rehabilitation projects). Scope of job may include assuming a leadership role on projects to deliver organizational program improvements, information management systems, business development arrangements, and similar administrative projects. Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects. The incumbent works under the general direction of the AMP Program Manager with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignments.

The Project Manager is at a level of increased scope and complexity of assigned projects. The projects require political sensitivity skills. Supervision of the position is minimal.

Essential Functions
• Manages the development of business cases for potential capital projects identified in asset management plans for water treatment plants, wastewater treatment plants, communications, buildings and grounds, and buried assets;
• Forms and leads internal project teams to determine the need for consultant services to assist in the development of business cases;
• Prepares and finalizes the scope of work using the Business Case Manual to ensure provision of data and information to WSSC in order to complete Business Risk Exposure (BRE) and benefit/cost assessments;
• Coordinates consultant efforts in determining Life Cycle Costs (LCC), BRE assessment of alternatives, and Confidence Level Rating (CLR) to develop business case for individual projects;
• Leads a team that manages complex planning for the design and construction of projects such as treatment plants, pumping stations, transmission projects, or other major facilities; or management projects to deliver organizational, program, or corporate benefits and improvements.

Minimum Education, Experience Requirements
• Bachelor’s degree in civil, sanitary, environmental engineering or related engineering discipline;
• 3 years of progressively responsible experience in the practice of project management.
