GENERAL PURPOSE

 

This is a Continuous Recruitment, which may close without prior notice.  Applications will be reviewed on the first of each month. 


Under general supervision, patrols an assigned area, enforces municipal codes, traffic codes, and related public safety laws; detects, prevents, and investigates crimes and carries out special assignments in the protection of life and property; and performs other duties as assigned.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Other duties and responsibilities may be added, deleted or changed at any time at the discretion of management, either orally or in writing.
  1. Enforces City, County and State ordinances and laws.
  2. Patrols a designated area of the City on foot or in a radio car to prevent crime and maintain law and order.
  3. Respond to general public service calls and complaints including domestic disturbances, civil complaints, property control, automobile accidents, robberies, and related misdemeanor and felony incidents.
  4. Inspects premises at night; assists in the investigation of crimes; conducts preliminary investigations of disturbances, burglaries, thefts, armed robberies, vehicle accidents, deaths or other matters involving possible law violations; discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances; issue warnings and citations.
  5. Provides first aid and/or CPR for injured persons prior to advanced medical support; requests medical attention when required.
  6. Direct traffic at fires, special events, and other emergency or congested situations. Conduct traffic analyses and general traffic surveys; obtain traffic accident statements; Examine conditions of accident scenes; takes written statements; clears scene of obstructions and wreckage; notes and reports traffic hazards; conducts investigations of serious injury and fatality traffic accidents.
  7. Reports abandoned or damaged vehicles; inspects establishments providing alcoholic beverages and entertainment.
  8. Intervenes in private or public disputes to protect the public and maintain order.
  9. Conduct preliminary and follow-up investigations of disturbances, suspicious vehicles or persons, burglaries, thefts, armed robberies, homicides, deaths, or other matters involving possible law violations determining the proper cause of action.
  10. Carries out special assignments related to departmental operations or law enforcement in general.
  11. Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.
  12. Gather and preserve evidence; interview victims, complainants and witnesses; identify and interrogate suspects; apprehend and arrest offenders; testify and present evidence in court.
  13. Prepare reports on arrests made, activities performed, and unusual incidents observed; serve warrants and subpoenas; remain current on laws and procedures required for serving warrants.
  14. Taking custody of prisoners including but not limited to transportation, receiving, searching, fingerprinting, photographing and booking.
  15. Participates in police training courses and programs; provides escorts or guard services for parades, various public activities or meetings; participates in staff development; attends briefings and training sessions; performs routine maintenance on assigned patrol vehicle, firearms, and other equipment.
  16. Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with general public; take an active role in areas of public education relative to crime and crime prevention.

 

QUALIFICATION GUIDELINES

 

Knowledge of:

Federal, state, and municipal ordinances; principles and practices of modern law enforcement, including crime prevention, identification and investigation techniques.  Use of police records and identification methods and their applications; laws and constitutional guarantees governing the custody of persons, search, seizure and evidence.  Laws and procedures relating to juvenile welfare, traffic control and safety; laws and policies concerning police authority. Proper care and maintenance of property and equipment.

Ability to:

Understand and interpret laws, ordinances, departmental policies and regulations. Analyze situations and adopt a quick, effective and responsible course of action. Explain a variety of parking and traffic regulations when required.  Cope with stressful situations firmly, courteously, tactfully and with respect for the rights of others. Effectively use and care for firearms; remember names, faces, facts and details of incidents. Write reports clearly and accurately; drive an automobile skillfully.  Speak well and present ideas clearly and effectively; follow oral and written instructions; work effectively with other employees; meet the general public with courtesy and tact.

Education:

High School Graduate or GED equivalent; completion of college level courses in Police Science is desirable.

Licenses/ Certificates/ and Special Requirements:

Pre-Service: Graduation from a POST accredited Police Academy within the last 3 years.  Vision: No more than 20/70 uncorrected and 20/20 corrected and normal color vision. Specific vision abilities required by this job include close vision, peripheral vision, color vision, and the ability to adjust focus.  Age: Must be 21 years of age or older at time of completion of academy.  Citizenship: Must be a citizen of the United States OR permanent resident alien who is eligible for and has already applied for citizenship.  Character:  Applicants must be of good character and reputation.  Applicants will be fingerprinted and records checked in both State and Federal Bureaus.  Applicants must not have a record of conviction of a serious offense, or numerous convictions of minor offenses.  Credit rating, if established, must be satisfactory.  Driver's License:  Possession of a valid California driver's license, an acceptable driving record and evidence of insurability.

RECRUITMENT PROCESS:

Step 1: Online Application: In order to be considered for a law enforcement position with the Upland Police Department, applicants must submit an online application in response to a current job opportunity listed on the City's website.

Step 2: Physical Requirements:  Qualified applicants will be required to show proof of successful completion of a POST accredited Police Academy within the last 3 years, including proof of successfully passing the physical agility requirements during the Academy.

Step 3: Oral Interview: Qualified applicants will be required to complete oral interviews as part of the recruitment process.

Step 4: Writing Assessment: Qualified applicants will be required to successfully pass a writing assessment.

Step 5: Background Investigation and Administrative Interviews:  Qualified applicants will undergo a complete, comprehensive, POST approved Background Investigation including a Polygraph Examination. Upon completion of the background investigation, applicants may be invited to an Administrative Interview.

Step 5: Conditional Job Offer: Following the successful completion of all prior steps, candidates may be made a conditional job offer. Job offers are conditional upon the successful completion of a  psychological and medical examination.

Step 6: Psychological and Medical Examinations: Qualified applicants shall undergo a psychological assessment by a qualified professional to determine their suitability for the position.   In addition, applicants will complete a full medical examination, including drug screening.

Additional Recruitment Scoring Information:

Veteran Test Points:  Applicants who served on active duty status in the U.S military may be eligible for 5 points added to the Oral Interview upon receiving a passing score. Applicants must submit form DD214 showing honorable discharge.

Physical Demands:

 

While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is expected to climb or scale walls, ladders, or steps, carry police safety gear; stoop, bend, kneel, crouch, squat or crawl, as well as walk, sit, and run. Sensory demands include talking, hearing, and using smell. These positions must be able to pull and carry persons in emergency situations, administer first aid, and may perform CPR, and push or pull gurneys to and from emergency vehicles. Employees are expected to grasp and carry power and hand tools, and lift, carry, and move persons, equipment, and push, pull or drag objects weighing up to 100 pounds or more.

 

Mental Demands:

 

While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; and interact with City staff, other organizations, police safety personnel, school representatives, residents and business representatives, and the public.
