DEFINITION:
Develops and conducts training programs in the usage and service features of telecommunications systems and serves as liaison between the Internal Services Department (ISD) and other County departments.

CLASSIFICATION STANDARDS:
The one position allocable to this class reports to a Supervising Communications Services Analyst, ISD, and is responsible for developing and conducting training programs in the proper usage and the service features of a variety of telecommunications systems and equipment such as voice-data telecommunications systems, Countywide emergency communications systems, e911 applications, ancillary equipment, call center applications, voicemail applications, and wireless communications.  In addition, this position is responsible for serving as liaison between IT operating units of ISD and other departments in resolving issues concerning training needs.  This position also leads Telecommunications Services Instructors in preparing lesson plans, developing training aids, and establishing new training programs.  The incumbent must exercise thorough oral communication skills; and lead Telecommunications Service Instructors in developing and applying training techniques.  In addition, the incumbent must exercise considerable knowledge of communication concepts and principles, the various telecommunication systems used by Los Angeles County including their various service features and mode of operation, and operational policies and procedures of ISD and client departments.

 

Essential Job Functions

 

Develops lesson plans appropriate to specific groups and to the solution of specific problems for use by Telecommunications Service Instructors.
 
Observes class presentations conducted by Telecommunication Service Instructors to evaluate effectiveness of training programs and techniques.
 
Provides recommendations and feedback to instructors in order to enhance the learning experience of trainees and achieve objectives of training programs.
 
Conducts classes in the usage and service features of a variety of telecommunication systems such as Countywide emergency communications systems, e911 applications, and voice and data telecommunications systems by using lectures, audio-visual aids, sample training equipment, and job simulation.
 
Develops training aids such as audio-visual materials, audio recordings, posters, charts, pamphlets, and brochures; and acquires equipment and supplies through established County and departmental purchasing policies and procedures.
 
Reviews results from training evaluations from trainees and client departments in order to create summaries and detailed reports.
 
Arranges for vendor training or trains Telecommunications Service Instructors in newly acquired telephone systems and equipment.
 
Meets with client department representatives to notify them of changes in their telecommunications system, to schedule training, and to gain their cooperation and acceptance of the new system.
 
Evaluates new telecommunications systems to determine training requirements.

 

Requirements

 

SELECTION REQUIREMENTS:
One year of experience at the level of a Los Angeles County Telecommunications Service Instructor*.

*Experience at the level of Los Angeles County Telecommunications Service Instructor is defined as report to a Supervising Communications Services Analyst, ISD and are responsible for training County employees in the proper usage and service features of a variety of telecommunication systems such as voice-data telecommunications systems, Countywide emergency communication systems, e911 applications, ancillary equipment, call center applications, voicemail applications, and wireless communications.  Incumbents must exercise oral communication skills and apply training techniques.  In addition, incumbents must have basic knowledge of communication concepts and principles, the various telecommunication systems used by the County of Los Angeles including their various service features and mode of operation, and operational policies and procedures of the Internal Services Department and client departments.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
II - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting.  Considerable walking may be involved.

DESIRABLE QUALIFICATIONS:

  • Demonstrated experience in conducting training in classroom settings.
  • Demonstrated experience in conducting presentation in front of a group settings.

 

Additional Information

 

EXAMINATION CONTENT:
A Rating from Record evaluating the scope of training and experience based on application information and desirable qualifications weighted at 100%.

Candidates must achieve a passing score of 70% or higher on the rating from record in order to be placed on the Eligible List.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the Eligible List in the order of their score group for a period of twelve (12) months following the date of promulgation.  Passing this examination and being placed on the Eligible List do not guarantee an offer of employment.

No person may compete for this examination more than once every twelve months.

SPECIAL INFORMATION:
A thorough background investigation (including fingerprint search and reference verification) will be required of candidates.  Candidates who are found to be unsuitable for employment as a Senior Telecommunications Service Instructor will be removed from the certification list pursuant to Civil Service Rule 6.04.

DISQUALIFYING FACTORS INCLUDE, BUT ARE NOT LIMITED TO: 
  • Felony convictions.
  • Certain job-related misdemeanor convictions.
  • Certain serious traffic convictions or patterns of traffic violations (e.g. 4 or more moving violations within the past 2 years, failure to appear, at-fault accidents and driving under the influence).
  • Illegal use of certain controlled substances.
  • Poor employment history.
