Description

The City of Gresham is accepting applications for an Engineering Technician III, to join the Transportation Engineering Division of the Department of Environmental Services. This position is responsible for technical engineering work in support of the operation, maintenance and improvement of the transportation system.
 
The successful candidate will be performing functions including conducting field inspection, evaluations and studies related to the on-going operation and improvement of the transportation system. A key role of this position is tracking Quality Assurance / Quality Control (QA/QC) in the field and documenting QA/QC for various construction projects. The ideal candidate will demonstrate construction experience specifically related to asphalt paving and concrete flatwork. The candidate will also assist in developing construction documents including construction plans (using Auto CAD Civil 3D), specifications, estimates and contracts.

The Engineering Technician III (Transportation) serves the City of Gresham, the fourth largest city in the state of Oregon, which is located in the Northwest part of the state between Portland and Mount Hood.  Our City boasts a proud, diverse and growing population. This position plays a prominent role in driving our organizational value of public service through its work on transportation arteries, which impacts city residents, commuters and the community at large.

This is a 2-year limited duration position.

Position

The Engineering Technician III position provides support to the Transportation Engineering Division of the Environmental Services Department. The Transportation Engineering Division employs 16 regular employees and fosters an environment that supports a collaborative and team focused approach to work but also requires team members work independently as needed. This position performs work that requires strong technical knowledge, reporting skills and occasional public contact.

The duties of this position include but are not limited to:  
 

  • Assisting with design, preparation and monitoring of public works construction projects including plan preparation, cost estimating, specification development and construction inspection.
  • Field monitoring and inspection of a wide variety construction projects - mostly focused on asphalt paving and concrete flatwork.
  • Participating in project meetings, coordinating construction scheduling, administering and monitoring contracts / projects for compliance under the direction of the Senior Engineer.
  • Performing field verification / inspection and project QA/QC support for Division's engineering projects.
  • Completing engineering level drafting and design assignments using computerized methods; preparing plan drawings for engineering projects.
  • Responding to inquiries from property owners, businesses, the public and other stakeholders regarding engineering projects, operation of the transportation system, and proposals for future developments.
  • Assisting with traffic engineering analysis and reporting.
  • Preparing general engineering correspondence and reports, as directed by the Senior Engineer.
  • Completing special assignments, conducting research and preparing reports as directed by the Senior Engineer.
  • Performs other related duties as assigned.

This position performs an approximately equal split of work in an office environment at a computer terminal and field work on construction sites and locations adjacent to the transportation system. Physical effort may be required to lift objects and equipment weighing up to 50 lbs. Exposed to varying weather conditions and traffic when conducting field surveys and inspections.
 

 

Qualifications

Knowledge of:
 

  • Americans with Disabilities Act (ADA) design criteria and standards.
  • Specification writing and cost estimating techniques.
  • Public works project administration and contract compliance.
  • Auto CAD Civil 3D software and Microsoft Office software packages.
  • Principles and practices of technical engineering evaluations and studies.
  • Legal, code and compliance requirements related to MUTCD, AASHTO, PROWAG and ODOT standards and specifications.
Ability to: 
 
  • Monitor construction projects in the field and interact with contractors constructing public works projects.
  • Interpret, review and apply survey data and engineering plans and specifications.
  • Implement, maintain, and evaluate quality assurance procedures.
  • Prepare clear and concise records, reports and files.
  • Establish and maintain effective working relationships with other employees, contractors and the public.
  • Communicate effectively, both orally and in writing.
  • Physically perform the essential functions of the job.
  • Develop accurate and detailed public works project documentation.
Minimum Qualifications:
Requires the knowledge, skills and abilities to perform the job, typically obtained by one or more of the following;
 
  • College level coursework in engineering or related field.
  • 1+ years' experience / exposure to construction focusing on asphalt paving and / or concrete flatwork.
  • AutoCAD Civil 3D software and Microsoft Office Suite experience.
Licenses, Certificates, and Other Requirements:
          A valid driver's license.
