Douglas County Public Works Department - Solid Waste Division

This position serves as Manager of the Douglas County Public Works Solid Waste Division. The Division Manager organizes and directs all activities related to the management of the division; assumes responsibility for the planning, management and coordination of the Solid Waste Program for Douglas County and provides expert and technical waste management advice to the Public Works Director and Board of Commissioners; assesses program needs then develops, directs, coordinates and evaluates plans and programs; establishes and interprets policy and procedure; develops and monitors division budget; and supervises support staff. This position is responsible for supervising employees who are represented in a labor union.
Essential Functions of the position:Manage the Solid Waste division which includes develop, implement, and evaluate solid waste programs and services; coordinate division activities with other department programs and outside agencies; develop short- and long-range goals and objectives of the solid waste program; prepare and monitor division budget. Establish, interpret and evaluate policy and procedure. Supervise support staff; offer technical assistance as needed. Ensure programs are in compliance with County policies and Federal and State regulations. Assume accountability for work performed within the division. Is the lead in selection and training of division personnel and evaluation of the solid waste program. Represent the division's activities and programs to the community and regulatory agencies. Assure citizen complaints related to division activity are properly resolved. Interpret policy and procedure to the public. Provide project review; coordinate with other department staff, contractors and vendors regarding scheduling and cost estimates. Order and account for program materials; monitor fiscal expenditures and revenues; maintain accurate records of materials, costs, equipment and inspections. Evaluate condition of equipment with supervisors and recommend repair or replacement. Requires regular and consistent attendance.
QUALIFICATIONS:MINIMUM QUALIFICATIONS: Eight years progressively responsible work experience in waste management on a large scale which includes three years of direct management experience. At time of appointment, must possess valid Oregon driver's license.
Desirable qualifications: Coursework or experience in civil engineering and construction technology. MOLO certification is desired.
In addition to the above requirements, applications will receive further evaluation based on thorough knowledge of the materials, methods, equipment and techniques used in landfill and transfer site operations and maintenance; thorough knowledge of all solid waste equipment; thorough knowledge of applicable Federal, State and Local laws, codes and regulations; thorough knowledge of safety rules pertaining to solid waste operations; considerable knowledge of principles, methods and techniques of effective administration including personnel management and fiscal management to develop, implement and evaluate programs; considerable knowledge of cost accounting, purchasing and budgeting procedures, computers and related software applications. Skill in monitoring and evaluating employees; delegating and prioritizing work; preparation and presentation of reports and information; developing, implementing and applying policies and procedures; preparing and administering budgets; analyzing processes and making recommendations for improvement; using computers and related software applications. Ability to communicate effectively in both oral and written forms; make decisions independently in accordance with established policies and procedures, establish new policies when applicable, and use initiative and judgment in completing tasks and responsibilities; utilizing problem identification and resolution techniques; establish and maintain records, reports and statistical data; supervise section operations and support staff; plan work schedules and meet established deadlines; courteously meet and deal effectively with employees, Board of Commissioners, department heads, public agencies, other agencies, committees, vendors, contractors and the public.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:Work is performed in the office and in the field, requiring bending, hearing alarms and voice conversation, lifting up to 35 pounds, pushing, pulling, standing, stooping, twisting and walking, and walking uneven terrain. A considerable amount of driving is required.
PHYSICAL EXAMINATION: Employment is contingent upon successful completion and passing of a pre-employment chemical detection screen. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and audiological exam conducted at County expense.
BACKGROUND INVESTIGATION:While not part of the initial applicant screening, successful candidates for this position may be required to pass a criminal history background prior to receiving an offer of employment, or as part of a contingent offer of employment.
DRIVING RECORD: Applicants selected for interview will be required to bring to the interview a CERTIFIED COURT PRINT driving history obtained from DMV. Please allow 5-7 days for delivery; out of state allow two weeks.
