The City of Woodburn is seeking a strong, experienced leader to work as the City Engineer to plan and oversee activities of the Engineering Division of the Public Works Department. The incumbent will manage capital improvement project delivery; review development work for compliance with public works requirements; direct creation of plans and documents for city sponsored projects; work with outside consultants employed to perform city work by providing technical assistance; and oversee construction inspections to ensure compliance with City requirements. 

The Engineering Division provides comprehensive engineering and contract administration services for capital improvement projects, operations and maintenance projects. Engineering maintains survey and mapping information; reviews development projects for compliance with public works requirements; coordinates the activities of utility companies in the City right-of-way and inspects public and private construction of streets, storm drainage systems, water lines and sewer lines. The department provides internal support to Facilities and Parks, Drinking Water, Street, Storm Water Conveyance and Wastewater (both collections and treatment). The Engineering Division is responsible for administering public contracts related to capital improvement projects, the Urban Renewal Agency and operational maintenance activities. The department also provides support for development, plan and permit review for all land use applications and building permit applications and administration of the contract for monthly street sweeping services.


Minimum Qualifications

Bachelor degree or equivalent specializing in Civil Engineering, and five (5) years of increasingly responsible experience related to project management, engineering, utilities, infrastructure, construction, or urban services, of which at least tow (2) years were in a management/supervisory capacity, or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the job.

Other Requirements:

  • Registration as a Professional Engineer in Civil Engineering in the State of Oregon, or ability to acquire within six months of appointment
  • Valid Oregon class C driver's license and the ability to meet the City of Woodburn's driving standards
  • Must pass the pre-employment background check
Preferred Qualifications:
  • Masters degree in Management preferred.
  • Experience in municipal public works management.
