The purpose of this position is to perform a variety of professional traffic engineering duties including project management, preparation of design plans, specifications, standards, and plans related to traffic signals, traffic control systems, transportation systems, illumination systems, and traffic safety improvements; and to conduct complex traffic and transportation studies.
Position Status:  This is a full-time, regular, exempt position. 
Work Schedule: The schedule for this position is M-F, 8 am to 5 pm
Union Status:  This position is non-union.

  • Provide project management on assigned traffic engineering projects to ensure compliance with designated time and allocated budgets. Direct the preparation of plans from inception to completion of plans, specifications, and engineer's estimate.
  • Prepare engineering designs, specifications, cost and quantity estimates of public work projects involving traffic flow and safety, such as traffic signals, illumination, pavement markings, channelization, ADA ramps, and traffic calming.
  • Respond to customer requests regarding traffic signal timing.  Adjust traffic signal timing as needed.
  • Participate in the initial planning of projects to be proposed and assist in establishing schedules and budgets and preparing grant applications for funding the project from the federal, state and regional sources.
  • Provide engineering support to development review process, including support during hearings, pre-application conferences, and planning commission meetings.
  • Respond to customer request for signing and striping changes.
  • Perform related duties and responsibilities as assigned.


Minimum Qualifications


  • Four years (4) of related experience in traffic engineering and operations.
  • Equivalent to a Bachelor's Degree in civil engineering or related field.
Equivalent combinations of education and experience may be considered.
Computer Skills
  • Intermediate skills using Synchro.
  • Intermediate skills in Microsoft Word, Excel, Outlook
Required Licenses and/or Certifications 
Possession of:
  • Possession of a certificate of registration as a professional civil engineer in the State of Washington or ability to receive via reciprocity within six (6) months after hire.
  • Possession of a certificate of registration as a Professional Traffic Operations Engineer (PTOE) is preferred.
  • Possession of an appropriate, valid driver's license.

  • Familiarity with NEMA (National Electrical Manufacturer's Association) traffic signal cabinets
  • Pertinent federal, state, and local laws, codes, and regulations related to traffic engineering, including civil engineering laws and regulations
  • Familiarity with standards of the Manual on Uniform Traffic Control Devices (MUTCD) and American Association of State Highway and Transportation Officials (AASHTO Green Book)
  • Traffic system communication networks, including fiber optics
  • Principles and practices of transportation engineering and traffic operation
  • Terminology, methods, practices, and techniques used in technical civil engineering report preparation
  • Principles and practices of budget preparation and control
  • Principles of mathematics as applied to engineering work
  • Recent developments, current literature, and sources of information regarding transportation and traffic engineering
  • Principles and practices of project and construction management
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
  • Manage large and complex engineering projects ensuring project compliance with appropriate federal, state, and local rules, laws and regulations
  • Establish a strong working relationship with traffic signal technicians
  • Develop traffic signal design, fiber optic communication network design, street lighting design, striping design and traffic calming design
  • Conduct comprehensive engineering studies and develop appropriate recommendations
  • Develop, review and modify civil engineering plans, designs, and specifications
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Travel from site to site
  • Effectively prioritize and manage a large and diverse workload
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver's Operating Principles
  • Work and act as a team player in all interactions with other City employees
