Treasurer/ Tax Collector/Town Clerk

OPEN FOR RECRUITMENT: January 09, 2018 - January 25, 2018 – 1:00 PM

PURPOSE OF ANNOUNCEMENT

The Town of Stockholm currently has a vacancy for a 27-hour per week Town Clerk /Treasurer & Tax Collector position. Hours of operation: M,T,W 9-4, Thurs 9-1.

JOB DESCRIPTION

This position provides administrative and financial work in the collection of various taxes, and in the execution of the legal responsibilities of the position of Town Treasurer, Collector and Clerk.

Employee of this class is responsible for the collection of various taxes and fees, the issuance of numerous permits and licenses. Work involves the collection and administrative activities and the preparation of regular reports to the Town and various state agencies. Work is performed with considerable independence. 

REPRESENTATIVE TASKS (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned).

  • Create spreadsheets and perform data management.
  • Create and use varied correspondence formats and compose standard business correspondence.
  • Proofread and/or edit agreements and letters.
  • Receive and greet visitors and determine customer needs.
  • Correspond with the public to receive/supply information and/or address complaints.
  • Receive, open, sort, and route incoming/outgoing mail/packages.
  • Monitor, requisition, purchase, and maintain inventory/supplies.
  • Examine documents/information, determine facts, detect errors and irregularities, and take action as authorized.
  • Receives and records payments of property taxes and excise taxes, and prepares collected monies for deposit.
  • To include the preparation and recording of tax liens.
  • Provides information requested on property and excise taxes.
  • Maintains detailed records related to property ownership and the ownership of automobiles, trucks and boats.
  • Maintains records of town meetings and other official documents.
  • Issues various licenses such as fish and game licenses, marriage, and dog licenses and maintains all related records.
  • Recording and maintaining of all vital statistics, such as births, deaths, and marriages, and the monthly reports to the State of Maine of these records.
  • Plans and supervises the conduct of all elections, instructs election officials on election laws and procedures.
  • Supervises the processing of all election ballots and reports results to the Secretary of State.
  • Validate official documents.
  • Assists in the issuance of, or issues, various Town licenses and maintains all related records; prepares and send renewal applications for same.

KNOWLEGES, SKILLS AND ABILITIES REQUIRED: (These are required to successfully perform the work assigned).

  • Thorough knowledge and understanding of the State statutes relating to the duties and responsibilities of town and city clerks.
  • Thorough knowledge of modern office procedures, practices, and equipment.
  • Thorough knowledge of the provisions of the Town Charter, Town ordinances and State regulations relating to the operation of the office and Town government and ability to communicate to the public.
  • Ability to establish and maintain effective working relationships with other Town officials, employees and the general public.
  • Ability to process payroll and tax filing
  • Proficiency in the use of Quick Books and Excel.
  • Prior experience with the municipality websites such as MOSES, and Dave’s would be beneficial
  • Ability to maintain records and prepare reports.
  • Ability to understand and follow the laws and regulations governing the activity of a municipal tax collector.
    MINIMUM QUALIFICATIONS

    Graduation from an accredited High School supplemented by advanced courses in accounting or bookkeeping plus experience in the collection of various monies; or any equivalent combination of experience and training.
