Provides technical engineering support in relation to Haltom City Public Works projects; reviews construction plans for regulatory compliance; performs engineering analysis; serves as the City's Traffic Engineer, Gas Inspector, and Floodplain Administrator; acts on behalf of the Director of Public Works on engineering matters as required; and supervises assigned personnel.


  • Performs a variety of professional engineering functions and ensures proper construction standards are maintained for all City capital improvement projects.
  • Designs water mains, sanitary sewer mains, storm drainage systems, and streets; reviews and approves plan deviations; addresses and assists in resolving field conflicts.
  • Reviews construction plans and related documents for compliance with City standards and regulatory requirements.
  • Draft and modifies construction contracts; authorizes change orders and contractor payments.
  • Conducts engineering analysis and studies as requested by the City Manager, City departments, and the public; provides technical expertise and direction to the City and other relevant parties.
  • Meets and/or communicates with City residents, business owners, developers, consultants, and other government agencies regarding public works issues.
  • Address public inquires and/or complaints pertaining to infrastructure and future projects.
  • Serves as the City's Traffic Engineer; responds to requests for modifications to existing traffic control devices; performs studies to determine the necessity of new traffic control devices.
  • Performs the duties of City Gas Inspector in relation to gas drilling and production operations.
  • Acts as the City's Floodplain Administrator; stays apprised of changes in laws and/or technology impacting floodplain management activities; updates City policies and procedures accordingly.
  • Provides assistance in administering the City's Storm Water Master Plan in conjunction with the Director of Public Works.
  • Attends and participates in a variety of meetings including City Council, Planning and Zoning, Zoning Board of Adjustment, and Capital Improvement Advisory Committee meetings.
  • Hires, trains, supervises, and evaluates the performance of assigned personnel; ensures staff compliance with departmental policies and procedures.
  • Performs other duties as assigned or required.


Bachelor's Degree in Engineering, and five years professional engineering experience, including three years supervisory experience; OR an equivalent combination of education and experience.  A professional Engineering License issued by the State of Texas and Certified Floodplain Manager Certification are required.  Must possess a valid Texas Driver's License.
