Brief Description of the Job:

Under the general supervision of the Building Official, this position is responsible for performing a variety of technical building inspection, environmental health inspections and reviews.  Specific duties include:

 

  • Enforce compliance with adopted building codes, City Zoning Regulations and Health Ordinance. Perform on site trade license and contractor registration checks at job locations throughout the City.
  • Assist Building Official in other enforcement activities.  Assist with Health inspections.
  • Inspect industrial, commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations.
  • Inspect existing buildings and premises for change of use, occupancy, proper use of construction materials, or compliance with applicable codes and ordinances.
  • Inspect foundation, structural concrete, steel, masonry, wood construction, framing, plastering, plumbing, heating and electrical installations and a variety of other routine and complex building and sign system elements.
  • Inspect location of new structures and check distances between buildings in relation to neighboring structures to ensure compliance with zoning ordinance.
  • Enforce compliance with codes and ordinances including the adopted Building, Electrical, Plumbing and Mechanical and City Zoning Code; issue notices for non-compliance; document actions; and maintain files and reports for possible legal actions.
  • Prepare, submit and maintain a variety of written reports and records using permitting tracking software. Assist in the issuance of permits, determination of applicable permits and fees.
  • Inspect residential and non-residential properties to: ensure compliance with applicable zoning, building ordinances and regulations; document all actions and notices; and perform follow-up inspections.
  • Attend civic and neighborhood association meetings.
  • Read, interpret, and enforce applicable City, State and Federal Codes, Ordinances and Regulations.
  • Communicate clearly and concisely, both orally and in writing. Deal effectively with contractors and the public in a pleasant manner.
  • Confer with architects, contractors, builders and the general public in the field and office; explain and interpret code requirements and restrictions.
  • Respond to complaints of defective workmanship or improper installation; inspect and determine appropriate remedial action to be taken.
  • Enter inspection details and related information to computer system and update and retrieve information as required.
  • Perform additional duties and responsibilities as required and assigned by the City of Decatur Building Official. Regular attendance required.

 

Education and Experience RequirementsHigh School Diploma supplemented by specialized training in the building trades and/or code enforcement sufficient to preform major functions of the position. Must possess a valid State of Texas Plumbing Inspector License and a valid Texas Driver’s License. Preference given to ICC Certification in:

  • Commercial and/or Residential Building Inspector.
  • TDLR Licensed Electrician or ICC Residential and/or Commercial Electrical Inspector Certification.
  • Residential Energy Plans Examiner/Inspector Certification.

                                                         

 

 

 

 

 

The City reserves the right to allow an employee to obtain licenses/certifications during a reasonable timeframe agreed to in writing (unless otherwise prohibited or limited by law) as a condition of continued employment.  Failure to obtain the licenses/certifications as agreed will result in termination.

 

Other Requirements:

Must have knowledge of construction codes and ordinances. Proficient in operating common computer applications and office equipment. Must be able to communicate effectively and maintain effective working relationships with other City employees, officials, contractors and the public. Ability to perform job duties with limited direct supervision.
