Summary of Duties: 

Under administrative direction, the Director of Economic Development is responsible for implementing and coordinating economic development policies and activities for the City of Plano.

  • Implements all policies and procedures of the City's comprehensive municipal economic development program.
  • Initiates, develops, and maintains programs to encourage businesses and industries to locate, expand and retain their location in the City.
  • Develops and administers a program of researching, collecting, and furnishing information and materials on the City's location factors to companies that are considering locating in the City.
  • Creates, implements and manages the positioning and marketing of the community to prospective companies through direct contact, event participation, presentations, electronic marketing and other direct marketing campaigns.
  • Interacts with the local and national development and brokerage community in promoting economic development and creating an awareness of the growth potential of the City.
  • Visits out-of-town business prospects and consultants to promote relocation and expansion opportunities as appropriate; meets with local businesses to identify and assist with operational concerns or expansion opportunities.
  • Develops and maintains strong working relationships with other economic development organizations representing the local, regional and state-wide levels, such as utility companies, the Dallas Regional Chamber, and the Governor's Office of Economic Development.
  • Manages the operations of the Department and prepares and administers an annual budget.;
  • Ensures effective operational and financial management through forecasting, reviewing budgetary submissions, procurement and auditing expenditures.
  • Makes presentations regarding economic development activities of the City of Plano.
  • Ensures that the physical properties of the department are maintained in a good state of repair and operating condition.
  • Develops and administers personnel and operational policies and procedures and provides training and direction necessary to increase the productivity and efficiency of personnel and functions.
  • Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions:

The incumbent must make decisions regarding the determination of information, expenditure of funds, prioritizing of prospects, personnel, etc. 

Minimum Qualifications:

  • Knowledge of: Modern principles and practices of local and State economic development programs and public and business administration; real estate, finance, and accounting principles and practices; fundamentals of economic development; contract laws and regulations. 
  • Skill in: Communicating effectively both verbally and in writing; establishing and maintaining effective working relationships with a diverse range of job-related contacts; developing and negotiating contracts; operating a personal computer including standard software and some specialized software. 
  • Education: Bachelor's degree in Business, Marketing, Finance, or a related field. Must have completed a basic Industrial Development course and be a graduate of the Economic Development Institute. 
  • Experience: Five (5) years of progressive experience in economic development. 

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements

Licenses and Certifications: Texas Class C Driver’s License (must obtain within 30 days of hire per state law).

Conditions of Employment:   Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions:

This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. 

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
