Under direction of the City Marshal, is responsible for serving felony and misdemeanor warrants, subpoenas, and performs prisoner transfers.  Participates in the daily activities of the City Marshal’s Office including law enforcement, court security, and criminal investigations. 

 

 Essential Duties and Responsibilities:
  • Serves as bailiff during arraignments and other court proceedings maintaining safety and security of court room.
  • Searches all court visitors through the utilization of metal detector and other security equipment.
  • Provides security to Court by standing in court room during court docket and scanning facility using video surveillance identifying possible offenders.
  • Serves misdemeanor warrants, subpoenas, summons, and other writs as directed by Court throughout the entire region.
  • Makes arrests when necessary and processes prisoners into custody. 
  • Performs prisoner transfers and assists in enforcing Municipal Court orders.
  • Issues citations, apprehends and arrests offenders.
  • Assists public in person and by phone when necessary. 
  • Protects, serves, and enforces the orders and directives of the City’s Municipal Court.  
  • Assists in collecting outstanding Court fines that remain unpaid by arrest or other means.  
  • Upon requests responds to calls for service from the Municipal Court and the Watauga Police Department.
  • May perform investigative duties under normal as well as hostile situations, both as a part of the court or when called upon to assist the Police Department.
  • Performs security for City Hall in absence of City Marshal.
  • May perform other assignments and handle special projects as required.

Scope of Supervision 

Works under the general direction of the City Marshal.

 

 Minimum Qualifications:

High School Diploma or equivalent. One (1) year of law enforcement experience with a similar size
or larger law enforcement agency.  Basic Texas Peace Officer Certification and Texas Commission on Law Enforcement (TCOLE) Certification is required. Valid Texas Driver’s License with a good driving record required.

Applicants for this position must pass a Polygraph, Psychological Evaluation, Physical Evaluation and Drug Screen.  Additionally, they must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Work Environment
Continuous outdoor and indoor activity, frequent sitting, standing, walking, squatting, bending, twisting upper body,
climbing, exposure to extreme heat, cold, noise, mechanical hazards, fume/odor hazards, toxic waste/material
hazards, etiological agents, violent situations, irate citizens and communicable diseases. Occasional kneeling, crawling,
carrying up to 100 pounds, lifting up to 100 pounds. Possibility of exposure to potentially hazardous chemicals,
materials, weapons and inclement weather while in the field.

 

 Knowledge, Skills and Abilities:
  • Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Municipal Court policies and procedures; Judicial processes and various types of court documentation; City Marshal’s Office operations, policies, and procedures; Law enforcement and court security principles.
  • Skilled in conducting a variety of law enforcement duties on behalf of the City Marshal’s Office; Enforcing the orders and directives of the City’s Municipal Court.
  • Skilled in issuing citations and arresting and apprehending offenders.
  • Knowledge of laws pertaining to enforcement of police regulations.
  • Knowledge of first aid.
  • Knowledge of City’s geography.
  • Ability to analyze and define problems, identify alternative solutions, estimate consequences of proposed actions, and implement recommendations in support of goals.
  • Ability to learn and efficiently operate law enforcement tools and equipment (i.e. fire arms). 
  • Ability to communicate both orally and in writing, ability to understand and follow oral and written instructions. 
  • Ability to establish and maintain working relationships with employees and management. 
  • Ability to think clearly and use independent judgment in routine and non-routine situations which may occur. Good physical condition and the ability to perform job functions. 
  • Ability to provide good customer service under normal and extreme circumstances.
  • Ability to take charge of situations at appropriate time.
  • Skilled in law enforcement techniques and methods.

SALARY

Salary ranges are designed to be competitive with area industries and municipalities.


SOCIAL SECURITY

The City of Watauga is a non-participating agency.

 

PUBLIC AGENCY RETIREMENT SYSTEM

Part-time and temporary employees who are not eligible to participate in the Texas Municipal Retirement System will contribute 6.2% of gross wages into their tax-deferred PARS 457 Account. The City will contribute 1.3% of the employee’s gross wage into the employee’s account. Employees are 100% vested immediately in the PARS 457 Account.

 

MEDICARE

Employees are required to contribute 1.45% of their pay for Medicare insurance.

 

EMPLOYEE ASSISTANCE PROGRAM (EAP)

The Employee Assistance Program (EAP) is a benefit available for employees and their dependents to be used for confidential counseling.

 

DIRECT DEPOSIT

The City of Watauga is a direct deposit City.  The City offers the ability to deposit employees’ paychecks into 6 different accounts, if desired.
