Competitive compensation package:

 

Annual Salary Range: $77,373 - $97,650

 

Hourly Pay Rate: $37.20 - $46.95

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

 

In addition to competitive wages, Clackamas County offers an attractive benefits package and incentives for employees in regular status positions.

We are searching for an experienced, motivated, and team-oriented individual with strong communication and interpersonal skills to join our dynamic team at the Clackamas County Department of Transportation & Development as a Senior Planner. If selected for this position, you will be joining the Planning & Zoning team responsible for developing, implementing, and maintaining public planning policies and programs to manage land use, transportation and economic growth within the County.

 

As a Senior Planner, you will be involved in complex planning research and analysis and may be responsible for providing team direction to a small group of Planners assigned to specific planning projects. The Senior Planner classification is the advanced journey level position in the Planner series, consisting of Planner Trainee, Planner 1, Planner 2, Senior Planner, and Principal Planner. In this role, you will have a key responsibility of preparing land use decisions and presenting various written and oral reports and recommendations that concern the physical, environmental, and economic conditions of Clackamas County.

Required Minimum Qualifications/ Transferrable Skills:*

 

• At least five (5) years of experience in local, regional, or statewide land use planning

• Professional lead work experience that may include leading projects, programs or initiatives, or leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training

• At least three (3) years of experience providing excellent customer service to the public as well as to other external and internal stakeholders within various levels of organization

• Experience conducting research, collecting and analyzing data, and making recommendations based on the findings

• Strong interpersonal skills that translate into the following:

 

• Strong verbal and written communication skills, including ability to explain and present complex, technical information to individuals with various level of technical knowledge and skill

• Ability to handle a wide range of situations and circumstances effectively, positively and professionally

Preferred Special Qualifications/ Transferrable Skills:*

 

• Bachelor's Degree or advanced degree in Urban, Regional, Rural or Environmental Planning or related field (law, geography, etc.)

• Experience in local, regional, or statewide land use planning within the state of Oregon

• Project Management experience

• Experience managing consultants or external stakeholder

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

• Provide results-oriented customer service. This will include advising permit applicants, the public, and other agencies on land use regulations, policies, and procedures.

• Meet with individuals who are proposing major developments in order to advise on planning considerations and alternatives, constraints and opportunities, precedents, laws and process considerations.

• Serve as team leader for a small group of staff engaged in comprehensive planning activities in support of a major project or aspect of the Planning Division Work Program; assist in developing and monitoring time lines, budgets, and coordinating personnel; develop and administer approved contracts for professional and technical services.

• Develop maps, charts, graphs, and other visual aids to be used in making presentations to the Board of County Commissioners, Planning Commission, community groups, and other staff.

• Review and process land use applications. This includes reviewing, analyzing, and preparing reports and recommendations on significant administrative and quasi-judicial applications such as design review, conditional uses, Comprehensive Plan amendments, and zone changes.

• Conduct and/or coordinate comprehensive analyses, technical investigations, and research on complex planning and economic issues; determine methodologies, information resources, and techniques to be utilized in planning studies and research.

• Prepare and present staff reports to the Planning Commission, Planning Director, DTD Administration, Board of County Commissioners, and other policy and decision-making boards; may serve on regional planning and economic development-related committees.

• Prepare amendments to the Comprehensive Plan and Zoning and Development Ordinance necessary to implement planning programs and policies; coordinate implementation of new programs and policies with other agencies and departments.

• Prepare grant proposals and administer grant funds; develop and revise revenue and expenditure estimates and funding priorities.

 

WORK SCHEDULE

 

This position works 40 hours during a standard workweek with one of the following schedules:

 

• Monday through Friday, working 8 hours per day (5/8)

• Monday through Thursday, working 10 hours per day (Friday off) OR Tuesday through Friday, working 10 hours per day (Monday off)

• Monday through Thursday, working 9 hours per day and every other Friday, working 8 hours per day, with every other Friday off (9/80)

 

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
