The purpose of this position is to manage and coordinate capital improvement projects with internal and external sources. This is accomplished by reviewing engineering plans, managing project activities and administering contracts. Other duties may include supervising employees, coordinating financial planning and budgeting activities, assisting with government administration and interfacing with other City employees and citizens. This position provides direction to other employees.

 

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
 

  • Reviews engineering plans for capital improvement projects by evaluating and commenting on engineering plans and specifications and identifying and addressing problems with new construction projects and existing infrastructures.
     
  • Manages capital improvement projects by reviewing construction specifications and contracts, establishing and maintaining contracts for capital improvement projects, evaluating and processing proposed change orders and pay requests, working with contractors regarding requests for information and field adjustments, enforcing schedules and conformance to contract documents and serving as the liaison between the contractor and the City.
     
  • Communicates with the public by addressing questions and problems concerning capital improvement projects and existing infrastructure and responding to public inquiries on current and future construction projects.
     
  • Supervises personnel by interviewing qualified applicants, selecting and hiring new employees, coordinating training for department personnel, observing and monitoring work tasks, evaluating work performance, assisting employees to correct deficiencies and assisting with implementation of disciplinary and termination procedures when necessary.
     
  • Manages financial planning and budgeting activities by coordinating routine project maintenance tasks such as processing purchase orders, funding transfers and budget increases, approving and preparing pay requests for contractors and overseeing budget adjustments. Pursues funding through partnerships with the private sector and grant mechanisms.
     
  • Represents the Engineering Department on capital projects by preparing and/or presenting City Council communications and attending public meetings as needed; serves as the liaison between City departments for capital improvement projects.

 

Job Requirements

Formal Education / Knowledge

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree.

Experience
Four or more years of relevant experience.

Certification and Other Requirements

  • Valid Texas Class C Drivers License
  • Licensed Texas Professional Engineer


Overall Physical Strength Demands
Light - Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Managerial
Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Budget Responsibility 
Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units)

Supervisory / Organizational Control
Work requires supervising and monitoring performance for a regular group of employees or a work unit including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.
