PAY AND BENEFITS

 

Annual Pay Range: $ 120,564.38 - $ 162,762.68

 

Hourly Pay Range: $ 57.963646 - $ 78.251288

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

 

Clackamas County's Department of Health, Housing, and Human Services (H3S) seek an experienced professional who enjoys a fast-paced environment and has a track record of collaboration, communication, and organizational and systems development to be our next Housing & Community Development Division Director.

 

H3S promotes and assists individuals, families, and communities to be safe, healthy, and thrive. By joining our team, the selected candidate will plan, organize, direct, and manage all aspects of the housing portfolio for H3S and oversee the administrative operations and program activities of the Housing Services & Development Division (HSD). In addition, the HSD Division Director implements policies and procedures approved by the Board of Commissioners and Housing Authority Board of Directors.

 

The HSD Division Director is responsible for the administration, policy setting, and implementation of the division's housing portfolio, consisting of the Supportive Housing Services Program, Community Restoration, and the Housing Authority of Clackamas County (HACC). The HSD Division Director will represent the Housing Authority on local, statewide, regional and national levels to promote awareness of housing programs and services.

 

This position reports to an H3S Deputy Director. It provides executive leadership in supporting the HACC Board, which provides policy and programmatic guidance, monitors programmatic expenditures, and evaluates the division's outcomes.

 

THE IDEAL CANDIDATE

 

To lead the agency, the HSD Division Director must understand the risks, cost factors, and opportunities for the division. The ideal candidate will also be able to provide strong leadership in the development and implementation of standards, strategies, plans, and objectives and the recruitment and support of division personnel. Candidates should have experience in employee and labor relations and understand working within a union environment. Successful candidates should be able to work on high-profile issues and problems while maintaining effective relations with others.

 

The ideal candidate should be a creative and strategic thinker with strong business acumen. The HSD Division Director will need to develop ideas and implement them through teamwork, collaboration, and an effective communication style with people from all walks of life, including tenants, elected officials, commissioners, and staff. We seek someone who possesses solid operations experience, excellent customer service, management and supervisory experience, good judgment, and problem-solving skills for administrative challenges in a multifaceted organization.

 

The ideal candidate will have excellent communication and interpersonal skills, a flexible work style to achieve results, exhibit organizational acumen, and strong attention to detail. In addition, we are seeking a candidate who will employ a hands-on, proactive, and collaborative approach that builds trust and develops positive relationships both internally and externally.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of eight (8) years of experience in a related field that would provide the required knowledge and skills to perform the duties of the role

 

• A minimum of three (3) years of the experience must have been in a leadership or program management role with supervisory responsibilities

 

• Experience in working with elected officials/boards

• Experience working in a unionized environment, including an understanding of labor relations and personnel issues

• Experience managing and building consensus among major stakeholders, both internal and external to the organization

• Thorough knowledge of the principles and practices of public administration, including organizational development, personnel management, and procurement

• Thorough knowledge and experience related to housing and public housing, including funding sources and financing methods for public housing

• Strong verbal and written communication skills in a leadership role, including the ability to convey complex information to various audiences

• Master's degree in Business Administration, Public Administration, or other relevant fields of study

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

• Oversees the day to day activities of the Division's programs, including system support and coordination, outreach and engagement, shelter services, housing placement and retention, supportive housing, public housing management and maintenance, affordable housing development, and fiscal management; oversees and prepares materials, reports and supporting documents; participates as a member of the management bargaining team and administers and interprets labor agreements.

• Develops, recommends and implements new and revised policies related to the Division; responds to service needs; establishes goals and objectives and supervises the preparation of annual plans; ensures compliance with Federal, State, and Local statutes, rules, and regulations in all areas of housing.

• Coordinates activities with national, regional and state organizations, commissions, task forces and groups related to housing; represents the Division in drafting, introducing, advocating and testifying on related legislation; responds to citizen, tenant, city and landlord concerns regarding program operations.

• In coordination with H3S Director's Office, represents the HCDD at BCC, HACC Board, and regional meetings.

• Oversees the development of the HCDD budget; presents budget proposals to the H3S Director, federal agencies, the BCC and the HACC Board.; oversees the monitoring of revenues and expenditures; researches and identifies new/alternative funding sources, including preparing and/or approving grant proposals.

• Hires and directs management staff to provide quality service to citizens and staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments; participates in hiring and selection of positions within the Division.

• Provides administrative direction to Division staff members in program planning and development, and in sensitive issues which could subject the County or HACC to significant liability.

 

REQUIRED KNOWLEDGE AND SKILLS

 

Comprehensive knowledge of: Principles, practices, methods and techniques of public administration, personnel management and budget/grant/contract administration; participative management theories; principles and techniques of housing, property and construction management; applicable federal, state and local statutes, rules and regulations; state and local government operating methods and procedures; funding sources and financing methods for public housing; techniques of negotiation and public relations; land use design principles; community and urban planning principles and practices; housing needs of low and moderate income people.

 

Skill to: Communicate effectively, both orally and in writing; prepare and deliver oral presentations to public and private groups; develop and implement operational and administrative policies; prepare and justify budget requests and grant proposals; interpret and apply pertinent Federal, State and local statutes, rules and regulations; organize, direct, train, and evaluate management, professional, technical and administrative staff; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and staff; establish and maintain accounting and budgetary control procedures; establish and maintain cooperative working relationships with outside agencies, elected officials, employees and the public.

 

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
