The City of Cedar Park is currently seeking qualified applicants for the position of Stormwater Program Manager

Under the general supervision of the Director of Engineering and Capital Projects: manages and implements the City's Stormwater Program, acts as the City’s Floodplain Administrator, and performs Capital Improvement Project (CIP) Project Management.     

 

  • Stormwater Program Management:
    1. Coordinates and participates in the development of short- and long-range plans, which includes developing and updating of the City’s Stormwater Master Plan;
    2. Manages the City’s Stormwater Program to include development, preparation, management and monitoring of the program’s annual budget;
    3. Develops and implements standard operating procedures, policies and ordinances by applying advanced technical and managerial knowledge and applying changes to meet departmental business goals and objectives;
    4. Develops, coordinates, implements, and/or monitors projects/programs in support of the City’s Stormwater Capital Improvement Projects (CIP);
    5. Prepares applications for grant funding of stormwater CIP’s;
    6. Assists/coordinates with Public Works Department drainage operations to review and analyze construction and performance of drainage facilities;
    7. Performs field work, site visits and creek walks to evaluate problem areas and potential project sites and recommends system improvements;
    8. Coordinates with City’s GIS Department for inclusion of all drainage infrastructure in database;
    9. Responsible for interdivisional liaison for coordinating programs and projects.  
  • Floodplain Administration:
    1. Acts as the City’s Floodplain Administrator including reviewing and issuing permits for development in City’s floodplain and enforces requirements of the City’s Floodplain Management Regulations;
    2. Functions as the community representative for all floodplain management and flood mitigation projects;
    3. Reviews, approves, or denies updates and revisions to the City’s Flood Insurance Rate Maps (FIRMs);
    4. Oversees the maintenance of records and documents that keep the community eligible to participate in FEMA’s NFIP and review and coordinate floodplain related projects, studies, and plans initiated by Federal and State Agencies, nonprofit organizations, and others;
    5. Serves as a liaison with federal, state and other local agencies with respect to regulations and programs involving stormwater and flooding issues;
    6. Reviews and approves infrastructure design and floodplain analysis of drainage infrastructure to ensure compliance with all federal, state, and local laws in additional to standard engineering practice;
    7. In emergency situations, including disaster response and recovery, participate on the Emergency Response Team in a capacity specified by Emergency Management Coordinator;
    8. Provides technical support to city staff and citizens on stormwater and drainage related issues.
  • Capital Improvement Project (CIP) Management:
    1. Develops cost estimates and budgets for drainage CIPs in coordination with various internal City departments and processes including the Stormwater Master Plan;
    2. Prepares consultant solicitation documents such as RFQs and RFPs in accordance with internal Purchasing Policy and State statutes;
    3. Assembles review committee and lead the grading and ranking of solicitation responses;
    4. Prepares memo and resolutions to City Council to authorize the selection and negotiate with highest ranking consultant;
    5. Leads process for developing consultants scope, negotiates fee, and prepares an agreement using the City’s standard form of agreement;
    6. Participates, monitors, oversees and reports on the various phases of design including creation of construction plans and specifications packages by architects, engineers and other consultants (i.e. design phase);
    7. Leads the Right-of-Way (ROW) acquisition process by actively managing ROW acquisition consultants and obtaining the necessary ROW to construct the required improvements;
    8. Manages the bidding process with contractors, evaluates bids and designs, and prepares project awards for contractors;
    9. Participates, monitors, oversees and reports on the various phases of construction including management and communication between the design team, construction team, third party inspectors, construction materials testing team, internal departmental representatives, City Management, and any other parties necessary to successfully complete the project;
    10. Develops solutions to problems that arise during construction and coordinates with parties necessary to address the problem/concern;
    11. Evaluates contractor change proposal requests,   processes change orders and purchase orders, and processes invoices and pay applications for projects;
    12. Maintains a real-time project budget by tracking project expenses and funding sources;
    13. Reviews project closeout submittals and ensure the process is completed in accordance with City standards and the contract documents;
    14. Coordinates any warranty claims with the construction team after completion of the project; 
    15. Prepares and presents projects to City Council and various boards and commissions; and
  • Performs such other related duties as may be assigned.

 

 

Acceptable Experience, Training, Certifications and Licenses

Bachelor's degree from an accredited college or university with major coursework in Civil Engineering, Environmental Science, Water Resource Planning or a related field, plus five (5) or more years of experience in stormwater management, floodplain administration, or drainage design for a municipality or consulting engineer;

Or any equivalent combination of experience and training which at the discretion of the City provides the required knowledge, skills, and abilities.

 

Supplemental Information

Valid Texas Driver's License, with acceptable driving record.

Licensed in the State of Texas as a Professional Engineer (PE).

Certified Floodplain Manager (CFM) or ability to obtain within 6 months.

Experience with design software AutoCAD/Microstation, HEC-RAS, and HEC-HMS
