The purpose of this position is to implement and manage capital improvement projects.  This is accomplished by reviewing engineering plans, overseeing and coordinating project activities and administering contracts.  Other duties may include coordinating financial planning and budgeting activities, assisting with government administration, ADA transition plan development, assistance with traffic studies, stormwater management program initiatives, floodplain management review, land development review, and interfacing with other City employees and citizens.  This position provides direction to other employees.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
 

• Reviews engineering plans for capital improvement projects by evaluating and commenting on engineering plans and specifications and identifying and addressing problems with new construction projects and existing infrastructure.
• Oversees and coordinates capital improvement projects by reviewing construction specifications and contracts, establishing and maintaining contracts for capital improvement projects, evaluating and processing proposed change orders and pay requests, responding to contractors' requests for information and field adjustments, enforcing schedules and conformance to contract documents and serving as the liaison between the contractor and the City.
• Communicates with the public by addressing questions and problems concerning capital improvement projects and existing infrastructure and responding to public inquiries on current and future construction projects.
• Assists with government administration by preparing City Council communications, attending public meetings and serving as the liaison between other City departments for capital improvement projects.

Job Requirements

Education
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience
Two years of relevant experience.

Certification and Other Requirements
Valid Texas Class C Drivers License
Engineer in Training (EIT) Certification, or the ability to obtain witihn six (6) months of hire

Reading
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study.
