PAY AND BENEFITS

Hourly Pay Range: $26.385626 - $33.247415

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position

JOB DETAILS AND QUALIFICATIONS

Clackamas County is seeking an experienced, highly motivated individual to join the Health Centers Division's Behavioral Health Services team as a Supported Employment Specialist. Working within the Individual Placement and Support (IPS) supported employment framework, this position will assist clients in obtaining and sustaining meaningful employment that is consistent with their vocational goals and recovery. The IPS model of supported employment for individuals with serious mental illness has been designated an evidence based practice by the Center for Mental Health Services and the State of Oregon.

The Supported Employment Specialist (classified as a Job Development Specialist) will provide employment and training opportunities to individuals with mental illness and/or substance use disorders; possess the ability to work independently in the field; create employer networks for the purpose of establishing program partners; develop and administer marketing programs and activities to enhance training and employment opportunities; partner with Vocational Rehabilitation in maximizing program compliance and satisfaction with area employers and partner agencies; and do other work as required. You will also be expected to participate in and support increased diversity and equity within our team, clinic, and county.

Successful candidates will be detail-oriented; able to communicate the importance of work as recovery in services to people diagnosed with a mental illness or substance use disorder; possess a working knowledge of severe and persistent mental illness (SPMI) and substance use disorders (SUD); have a strong commitment to providing equitable services to the community and supporting Clackamas County's commitment to equity, inclusion, and diversity; have an anti-racist lens; have completed some personal reflection and growth in their own equity journey; foster an open and productive work environment; demonstrate sensitivity to, and respect for, the diverse populations we serve; have the ability to instill hope in others; and have previous successful experience as a job developer with the ability to initiate partnerships with the business community on the behalf of clients.

The ideal candidate will have experience working clients for one of Oregon's IPS Supported Employment Programs or similar.

The goal of a Supported Employment Specialist is to assist clients in obtaining successful, long-term career path employment.

Required Minimum Qualifications/ Transferrable Skills:*

• Must possess required education, experience and knowledge to meet minimum qualifications as defined by the applicable Oregon Administrative Rules (OAR), including either of the following:

• Qualified Mental Health Associate (OAR 309-032-1505) - A QMHA is a person delivering services under the direct supervision of a Qualified Mental Health Profession (QMHP) and meeting the following minimum qualifications:

(a) Bachelor's degree in a behavioral sciences field; or

(b) A combination of at least three years relevant work, education, training or experience; OR

• Certified Peer Support Specialist (OAR 410-180-0300) - A Peer Support Specialist is a person delivering services to an individual or family member with similar life experience, under the supervision of a qualified Clinical Supervisor. To be certified as a peer support specialist, an individual must:

(a) Complete all required training offered by an Authority approved 40-hour training program for peer support specialists by specialization;

(b) Complete an Authority approved oral health training;

(c) Complete all application requirements to be in the state registry;

(d) Complete the Authority certification process; and

(e) Be successfully accepted into the state registry

• A minimum of two (2) years relevant experience that demonstrates the knowledge and skills to perform the duties of this position, including the following:

• Experience, education, and/or training in vocational, career, and/or employment counseling

• Experience, education, and/or training with developing and locating culturally appropriate employment opportunities for individuals diagnosed with SPMI and/or SUD

• Experience contacting/calling on businesses, employers, and/or community organizations making presentations to find employment opportunities for clients

• Experience developing customized, culturally appropriate employment and career plans (“job-carving”) with clients

• Experience, skill, and ability working with a diverse client population, effectively serving vulnerable populations, and promoting equity, diversity, and inclusion

• Demonstrated ability to work independently with limited supervision

• Proficiency using Microsoft Office products

TYPICAL TASKS

• Follow and implement IPS Supported Employment fidelity principles and procedures; help clients in job development and job search activities directed towards clients' needs and interests.

• Assess clients' vocational needs on an ongoing basis and develop individualized employment plans with client input. Provide culturally appropriate skills training, case management, and care coordination services related to employment for individuals who are diagnosed with SPMI and/or SUD.

• Develop and maintain ongoing relationships with area employers. Provide education and support to employers which may include negotiating job accommodations and follow along supports for clients.

• Coordinate with treatment team members, social service personnel, and other agencies to integrate vocational services into MH treatment and obtain and maintain employment services; provide information and referral services to clients and families; reevaluate and update employment plans on a regular basis; advocate for client and other agencies for services.

• Documentation of services in electronic health records as required by OAR, Medicaid / Medicare, VR, and IPS fidelity model.

• Coach and prepare client for interview and entry into the workforce. Provide assistance with customizing resumes for specific jobs and employers, completing on-line applications, and conducting practice interviews.

• Assist with finding and accessing resources such as work incentives planning, benefits planning, local schools, available transportation, etc.

• Participate in on-going program development including training and assisting team members.

REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Local, state, and federal laws and regulations applicable to employment and training programs and social service programs; principles and practices of vocational, career, and employment counseling; employment/training contract marketing, preparation, and administration; local social service agencies, vocational education organizations and employer groups; specialized supports to provide success for individuals with mental illness; Oregon regulations for documentation in mental health records for the purpose of billing; local labor market demographics and trends; IPS fidelity supported employment model.

Skill to: Engage individuals diagnosed with SPMI and/or SUD in meaningful work; research training and employment opportunities within the labor market area; educate prospective employers about IPS fidelity supported employment; negotiate employment/training contracts on behalf of the agency; develop employment networks with local agencies and employers; establish solid business relationships with local area employers; interview applicants and assess problems and needs; interpret and apply laws, regulations, policies and program standards; partner with Employment and Training Specialists to match participant's skills, goals, and interests to employer's needs or training program; prepare and deliver presentations to employers regarding program opportunities; communicate effectively both orally and in writing; prepare written reports, maintain statistics and evaluative information used to formulate reports; establish and maintain positive and effective working relationships and communications with county staff, internal and external customers, community partners, and funding source agencies.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday.
