JOB SUMMARY

 

Use your experience, analytical skills, and dedication to quality customer service to advance the use of data within the City of San Marcos.  As a member of the GIS team, you will work with the team and our Public Safety departments to understand business needs and implement workflows to analyze data, produce reports and information products, and create new business solutions.  

 

The Public Safety GIS/Data Analyst performs moderately complex data analysis and data research work. This work involves conducting detailed analysis of and extensive research on data, providing results, and monitoring and implementing data quality. 

 

The successful candidate will also support projects with the GIS & IT Teams to ensure scalable and robust system operation, advancement of enterprise geospatial technologies and web-based interactive mapping solutions.

 

ESSENTIAL FUNCTIONS AND DECISION MAKING

 

ESSENTIAL FUNCTIONS

  • Consults with Public Safety departments to identify data needs and requirements 
  • Implements advanced analytical techniques necessary to solve complex issues
  • Compiles and queries data related to Public Safety operations; cleans and prunes data to discard irrelevant information
  • May develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
  • Provides support to Emergency Management; subject to on-call duties and called out during emergencies
  • Produces digital data for City personnel, contractors, private entities, and the public utilizing a variety of formats.
  • Creates, designs, and modifies map and data products for City personnel and the public
  • Manages various projects from startup to completion.
  • Automates tasks using programming languages and software.
  • Collaborates with agencies and vendors when necessary
  • Explores new, cutting-edge software/data packages that keep the City a leader in data analytics and data science
  • Performs quality control for GIS, including converting files, analyzing data, and reviewing processes.
  • Organizes and categorizes GIS information; creates data layers.
  • Trains users on GIS system functionalities and capabilities; presents webinars, creates how to documentation, creates job aids.
  • Miscellaneous:
  • Assists in answering customer queries and providing customer support.
  • Assists in the maintenance of all large format printers and scanners.
  • Attends technical training sessions.
  • Maintains administrative and clerical duties as required.
  • Performs other routine and/or specialized duties relative to area of assignment as required.

  • Analytical reasoning needed to troubleshoot problems, determine technological solutions and apply the best solution to the situation.

 

MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

 

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Computer Science, Public Administration, Business, Information Technology, Geographic Information Systems, Geography, Engineering or a related technical field.  Additional work experience may substitute for a bachelor’s degree on a year to year basis.
  • Experience: Two (2) years full-time experience in data analysis, GIS, research, compilation, and/or reporting work.
    • Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; security procedures for handling, protecting, and distributing confidential data.
    • Skill in the use of a computer and applicable software to analyze problems and devise effective solutions, conduct data searches, evaluate and translate large amounts of data, and critical thinking
    • Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; and to communicate effectively; interpret guidelines, policies, procedures, and regulations.
  • Valid Texas Driver’s License with an acceptable driving record. 
  • Must be able to pass FBI criminal background fingerprint check and have the ability to comply with state and federal requirements for criminal justice information security standards.

 

Training/Certifications:

  • Must obtain ITIL Foundation certification within 1 year

 

Preferred

  • Knowledge of ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise
  • Knowledge of computer-aided dispatch (CAD) systems and records management systems (RMS)
    • Experience with Tyler New World 
  • Experience with SQL, Python, R
  • Experience with platforms such as Crystal Reports, Power BI, Tableau, or Socrata
  • Experience with SQL Server
