JOB SUMMARY

Responsible for creation, supervision, technical review, and administrative duties in planning and coordinating the operations of parking and micro-mobility modes of transportation.   Plans, prioritizes, and directs management of the City’s Parking and Multimodal Programs.  Plans parking and multimodal capital improvements and expansion of service offerings.  Manages assigned personnel.  Reports to the Assistant Director of Public Works.

 

ESSENTIAL FUNCTIONS AND DECISION MAKING

 

ESSENTIAL FUNCTIONS

  1. Responsible for developing a comprehensive program and strategies for parking management and multimodal transportation.
  2. Prepares and oversees the City parking and multimodal budgets, grants, inter-local agreements, public-private parking partnerships, and request for proposals for Parking and Multimodal program operations.
  3. Implements parking initiatives and mobility-related plans and policies, including the Downtown Master Plan, Transportation Master Plan and Comprehensive Plan. 
  4. Develops and implements sustainable Transportation Demand Management (TDM) strategies to encourage the use of public transit, shared mobility services, cycling and walking.
  5. Provides administrative support to the Parking Advisory Board and administers all Parking Benefit Districts established by the City Council.
  6. Coordinates parking and multimodal objectives with other city departments and Master Plans.  
  7. Supervises contracts and acquisition of construction projects for shared mobility services and parking, including but not limited to: dockless bike share, motor-assisted scooter, car share and paid parking.
  8. Negotiates and executes lease agreements and other public-private partnerships for the design, construction, and management of off-street parking facilities.
  9. Prepares and makes presentations to City Council, City staff, advisory boards, civic/community groups, and other outside organizations and businesses.
  10. Implements marketing and public outreach strategies to educate and increase public awareness of multimodal and parking initiatives.
  11. Proactively researches and disseminates emerging best practices and technologies related to multimodal programs and applications.  
  12. Conducts a variety of staffing and personnel functions:
  • Supervises, trains and evaluates the performance of assigned personnel
  • Provides staff development utilizing the Division’s on-the-job training process
  • Evaluates and identifies individual staff training needs/organizes related training
  • Recommends employee pay increases and/or promotions to higher job classifications
  1. Miscellaneous:
  • Answers customer queries and provides customer support
  • Attends technical training sessions
  • Performs other specialized duties as required
  • Performs site review at project locations
  • Participates in regional summits and stakeholder networks

 

DECISION MAKING

  • Hires, trains, supervises and evaluates the performance of assigned personnel. 
  • Plans and manages resource allocations; assures efficient operations and cost-effective practices; manages the collection, analysis and reporting of operational, budget and financial data; analyzes future needs and calculates costs and resource requirements.  

 

MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

 

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Transportation, Urban Planning, Public Administration, Engineering, Geography or a closely related field.  
  • Additional work experience above the required minimum may be substituted on year-for-year basis for candidates without a bachelor’s degree. 
  • Five (5) years progressively responsible experience in program development and management, planning and development services, contract management and administration, budget preparation and monitoring.  Additional education may be considered in lieu of years of experience on a year-for-year basis. 
  • Must possess a valid Texas Class C Driver's License with an acceptable driving record.

 

PREFERRED REQUIREMENTS

  • Master’s degree in Transportation, Urban Planning, Public Administration, Engineering, Geography or a closely related field
  • Knowledge of Federal Transit Administration and/or other transportation grant management
