JOB SUMMARY

Under the direction of the City Manager, the position performs a wide variety of highly responsible, complex, and diverse advanced-level professional duties involved in providing administrative, analytical, and technical support to the City Manager’s Office.  The primary purpose of this position is to oversee the organization's budget preparation, development, implementation, and administration process, including the preparation, review, and submission of departmental and fund budget documents, financial reports, and accounting records, and to assist departments with budget management activities.  This position will also oversee Capital Projects Budgeting and Grants Management.  This position shall also monitor, forecast, and analyze revenues, expenditures, and other data; participate in the external audit; and may perform special projects as assigned.

ESSENTIAL JOB FUNCTIONS       

  • Provide functional supervision and training in the coordination, preparation and monitoring of City-wide operating and capital budgets, including developing and presenting procedures, requirements, instructions, and schedules for budget input, review, and modification.
  • Integrate strategic plan goals, strategies, and performance measures into the budget process and forecasting models.
  • Provide oversight and integration of the capital budget, bond authorizations and multi-year capital planning into the City’s overall budget planning and preparation.
  • Work with the Managing Director of Fiscal Services on revenue projections, monitoring, and ensure compliance with guidelines and legislation pertaining to budget and tax rate adoption.
  • Prepare and submit budget for Distinguished Budget Presentation award.
  • Planning and implementing various grant programs, budgets, funding, and researching opportunities. 
  • Support departments with researching and applying for grant opportunities.
  • Review and monitor grants including compliance, and reporting requirements.
  • Support the development and implementation of financial and statistical measures to evaluate the existing and future financial environment of the City.
  • Present and explain complex budgetary and financial analyses and make sound recommendations to departments and senior management.
  • With the assistance of Fiscal Services make projections concerning revenues and expenditures and make recommendations to adjust budgets and expenditure authorizations to maintain structural balance between revenues and expenditures.
  • Review and process budget amendments and prepare and monitor budget transfer and adjustment requests.
  • Complete understanding of the budget development process and related software applications. 
  • Provide functional and technical assistance in the City’s external audit process.
  • Prepare presentations and present, budgetary related and other information to City Council as directed by the City Manager.
  • Monthly meeting with Departments to monitor capital improvement projects and expenditures.
  • Other duties as needed.

OTHER DUTIES MAY INCLUDE

Assisting with special projects, reviewing files, preparing reports, and entering information into databases.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a Masters’ Degree and five (5) years of related experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of GAAP and GASB as they relate to municipal finance.
  • Skilled in using systems which affect the design and implementation of major programs and/or processes organization-wide.
  • Skilled in providing advice to others outside direct reporting relationships on specific problems or general policies.
  • Ability to perform the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary.
  • Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
  • Ability to apply fundamental concepts of theories and mathematical operations.
  • Ability to write reports, prepares business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
  • Ability to supervise, organize, and communicate effectively.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

No certification is required but preference would be given to budgeting, purchasing, or accounting certifications.
