For the past 50 years, The Council for South Texas Economic Progress (COSTEP), a 501c4 organization, helped residents in the seven-county Rio South Texas region provide a better life for themselves and their families through educational initiatives such as helping fund millions of dollars in student scholarships and providing free financial literacy education programs. Now a new COSTEP, a 501c3 organization, is advancing regional prosperity by adding a strategic framework for economic development. This framework is data-driven and market-validated, with a strong emphasis on job creation and building a regional talent pipeline, all working toward the goal of creating a virtuous circle of education and employment to drive sustainable economic growth and prosperity for the region and its citizens and business community.

COSTEP is working hand-in-hand with the Rio South Texas Education and Community Development Foundation (RSTEF), a 501c3 private foundation, by sharing a common mission and management team. RSTEF is focused on funding higher education and workforce development programs that enhance a student’s opportunity for lifelong success. Together, COSTEP and RSTEF, collaborating with a network of regional partners, are working to create an education-to-workforce talent pipeline to ensure the residents acquire the skills and knowledge that will provide them access to economic opportunities and eliminate poverty in the seven-county region. 

Reporting to the COSTEP Board of Directors, the Chief Executive Officer is responsible for the active management of the organization’s business affairs, leading the development and execution of both long- and short-term strategic and tactical initiatives to align with the nonprofit’s overall vision and strategic plan. In addition, the Chief Executive Officer will serve as chief executive officer of the Rio-South Texas Education and Community Development Foundation, whereby the essential duties and responsibilities of the position are stipulated under a Collaboration and Expense Agreement between COSTEP and RSTEF. The Chief Executive Officer will report directly to the respective Board of Directors of the other organizations. 

COSTEP is searching for an experienced and visionary leader committed to moving the Rio South Texas region forward through development, innovation, and investment. This position requires a bachelor’s degree — with a master’s degree preferred — and studies in nonprofit administration, human services, or business management would be particularly valuable. At least five years of executive experience is preferred, as are certifications from the Economic Development Institute or International Economic Development Council. Being bilingual in English and Spanish would also be a plus. Please note that residency within the seven-county COSTEP region is required within four months of hire. The corporate offices for COSTEP and RSTEF are located in Mission, TX which is within the McAllen metro area.

The new Chief Executive Officer will have a starting salary of $165,000 to $250,000, depending on experience and qualifications.
