JOB SUMMARY

The Managing Director of Operations manages the daily operations (budget, workload/workload data, performance measures, and production) of the functions that include Engineering and Project Management, Utility Operations, Solid Waste Operations, Traffic Operations, Equipment Services, Street Maintenance, and Facilities Management. This is through leadership, long-range planning, budget programming, and providing technical support to the City Council, and other City boards and commissions as needed. 

ESSENTIAL JOB FUNCTIONS   

  • General Management: Plans, organizes, directs, controls, and evaluates the work of the Infrastructure, Transportation and Facilities Departments/Divisions. Oversees the management of the day to-day administration of the Department, including financial health and resiliency, budget, capital projects, utility enterprises, on-going maintenance, infrastructure stewardship and development, personnel relations, and customer service activities. Represents the City at professional and governmental organizations at the local, State and national levels.  Supports the City Emergency Operations Center (EOC) as either the Operations Section Chief or the Public Works Branch Chief.
  • Strategic Planning: Works with advisory boards, residents, elected officials and other agencies to develop long-range plans for infrastructure development enhancing the public health, livability, and economic well-being of the community. Oversees the preparation and update of short- and long-range strategic plans in all areas of responsibility to ensure harmony with the City's overall plans and strategies and to comply with federal and State mandates. Independently develops and implements long term future strategies for the department including voter approved bonds.
  • Policy Development: Develops, recommends, implements and oversees the administration of Public Works policies and guidelines. Maintains currency of policy and practice with the organizational needs of the City and with applicable federal and State laws and City Charter.
  • Personnel Management: Develops and maintains a workforce committed to, and with highly developed competencies in, customer service, results orientation, and teamwork. Directly or through managers, appoints, supervises, provides for training, development, performance evaluation, and ensures accountability of department employees. Provides for the training in, promotion of, and accountability for, safe work practices and working conditions for employees. Ensures compliance with Department policies, and State and federal laws and regulations.
  • Project Management: Oversees all Capital Improvement projects for the City. Participates directly in the planning and development of significant projects such as those involving multiple jurisdictions and long-term implementation. Ensures these are consistent with the City’s goals and objectives. Facilitates and promotes ongoing research into new technologies and trends and recommends implementation of programs and equipment to help the Department achieve its objectives more efficiently.
  • Fiscal and Business Management: Ensures the financial well-being of the Department by establishing cost control measures and monitoring all fiscal operations of the Department. Prepares annual budget and justifies budget requests and amendments. Projects and procures revenues and funding for the work of the Department, including management of enterprise funds and accessing federal and State funding sources. Ensures the efficient and economical use of departmental funds, labor, materials, facilities and time.
  • Citizen Involvement and Communications: Directs planning and presentation of public involvement programs for neighborhoods, businesses, and other community groups. Provides for staff support coordinating work plans and staff assignments to facilitate efficient and meaningful public involvement and policy direction. Provides for City-wide citizen communication programs to disseminate information on Capital projects and processes. Strives for an inclusive communication strategy to inform all stakeholders.
  • Senior Management Team: Provides information and advice to the City Manager on strategic planning and accomplishment of City goals and objectives. Participates in organization-wide strategic planning. Coordinates the Department's activities with other City departments and offices to ensure a consistent approach towards common projects and interests and the cost-effective delivery of services. Provides significant program and project support to other departments.
  • Environmental Stewardship: Responsible for the protection of the City’s environment, including water supply, stormwater systems, and wastewater systems. Promotes and develops effective facilities and systems to handle water and wastewater in compliance with substantial federal and State regulation, and protection of natural resources such as creeks and streams. Represents the City on critical utility and environmental issues, such as water supply governance. Represents the City with Utility vendors, regional groups and collations, such as, but not limited to, Republic, Waste Management, Dallas Water Utilities, and Trinity River Authority.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a Bachelor's Degree and ten (10) years of related work experience. A Master's Degree is preferred but not required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge in municipal capital project such as planning, design, maintenance, and construction.
  • Knowledge of basic functions as they relate to the planning and design of new development and infrastructure.
  • Knowledge in principles of budget preparation and expenditure control.
  • Knowledge in applicable Federal, State, and local laws and regulations pertaining to public works and solid waste functions.
  • Knowledge in Principles of Effective Management Skills.
  • Ability to analyze, evaluate, and implement capital programs/projects.
  • Ability to create and implement plans for preventative maintenance of all public infrastructure such as streets, alleys, drainage, water lines, wastewater lines, and ground and elevated water tanks.
  • Strong communication skills.
  • Knowledge in safe work practices.
  • Ability to plan, organize and direct the work of infrastructure, transportation and facility personnel.
  • Ability to analyze organizational and administrative problems, recommend alternative courses of action, and provide leadership to others in implementing such actions.
  • Ability to prepare and create clear and comprehensive written reports.
  • Ability to plan, evaluate and organize the department to meet council and projected needs.
  • Maintain strong relationships with the city officials, employees, contractors, the general public, and representatives of other agencies.
  • Experience in evaluating and training staff.
  • Ability to maintain a professional demeanor and an orientation towards customer service.
  • Ability to supervise, organize, and communicate effectively.
  • Ability to establish policies for using, acquiring, and maintaining heavy or complex machinery.
  • Ability to establish policies for using, acquiring, and maintaining technology systems.
  • Ability to create and guide implementation of capital improvement plans or programs.
  • Ability to create plans for and guide implementation of major construction projects.
  • Ability to maintain constructive and cooperative working relationships with others.
  • Ability to cooperate with fellow employees as a team member.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

Requires a valid driver’s license.
