Under general administrative direction of the Director of Public Works, provides leadership and direction for all areas within the Public Works and General Services Departments.   Continually improves the functions and services of the Public Works Department including planning, budgeting, and oversight of employees.  Duties include coordinating the design, construction, and maintenance of the city’s infrastructure, review and approval of developer construction plans and plats, project management for construction contracts, assisting with budget preparation, capital planning, and expense tracking.  The position also assists with coordination of the Department’s administrative programs including public information, strategic planning, State and Federal regulatory compliance programs, Capital Improvement management, and the Department’s monthly and annual reporting procedures.

This position is subject to the City of Portland’s Background Investigation and Drug Testing Policy.  New hires are required to provide proof of identity and legal authority to work in the United States per Federal law.

Qualifications

• Five (5) years of progressively responsible experience in management and administration in Public Works or equivalent relevant experience is required. • Three (3) years minimum of experience in a supervisory capacity is required. • A Bachelor’s degree from an accredited college or university with major course work in civil engineering, construction management, project management, or public / business administration. • A licensed professional engineer (P.E.) by the State of Texas Board of Professional Engineers or the ability to obtain the license within six (6) months of employment is preferred.
