The City of Basehor is hiring for a Management Analyst. Basehor is a growing city in the southeast corner of Leavenworth County and is uniquely positioned with great accessibility to the Greater Kansas City Metro Area. Basehor is the 2nd fastest growing city in Kansas with a population of 5,000 or more. The population in Basehor is 6,896 residents and has increased in population by 48.9% in the last 10 years. Basehor is also the 2nd safest city in Kansas.

POSITION SUMMARY

The position of Management Analyst will work under the supervision of the Assistant City Administrator. This employee will provide responsible and complex management support to the Assistant City Administrator and others at their direction. This employee will provide independent analytical research and support on special projects including recommendations and strategic planning for grants and other city projects as directed. This will include research and analysis of current procedures and policies, as well as coordinating with personnel from different departments, including outside organizations.

ESSENTIAL FUNCTIONS

Provide executive and professional support to the Assistant City Administrator, other staff, the mayor and/or council members at the direction of the Assistant City Administrator or City Administrator.

Participate in and provide ongoing and proactive support for public outreach opportunities to raise awareness of city projects and activities, including social media management, newsletter preparation and other communication strategies.

Attend and participate in professional group meetings, seminars and conferences as directed.

Serve as professional representative of the city at certain public events, boards, and meetings as needed, providing clear and concise information on behalf of the city and to the city.

Participate in the management, administration and support of certain projects relating to grant funding to include analytical research and application.

Support the management and administration of and provide supportive independent research data relating to programs, projects, policies and objectives related to City business and priorities. 

Plan, research, develop, implement and evaluate programs, plans, projects and other promotional and educational activities associated with the various divisions and departments of the city.

Monitor and evaluate program, department, or division budgets as directed by the Assistant City Administrator and/or City Administrator.

Research and apply for grant funding opportunities throughout the city.

Provide analytical and managerial support in the City’s budget process.

Provide analytical research and support for drafting operational policies and procedures, human resource related manuals, materials and municipal ordinances.

Provide support in reviewing, drafting, and managing human resources and personnel documents, including assisting with the onboarding/offboarding process.

Work with various departments on special projects at the direction of the Assistant City Administrator or City Administrator.

Attend and participate in professional group meetings, seminars and conferences.

This position may also manage or support certain capital improvement projects related to economic development initiatives from concept to completion including, but not limited to project planning; budgeting; public meetings and engagement; easement acquisition; project coordination; and construction.

Experience: Minimum of 1-3 years of progressively responsible experience working within a municipality or non profit organization. Experience in human resources, communication and grant administration preferred.

Education: Minimum- Bachelor's Degree from an accredited college or university in public administration, city or urban planning, business or a related field. Preferred- Master’s degree in public administration, urban planning or related field preferred.

Certifications: An HR certification, such as the Society for Human Resource Management (SHRM) Certification, or the ability to obtain the certification is not required but highly preferred.

Technical Skills: The employee will be knowledgeable in the general administration practices of local government, Federal, State and local laws. This employee must be able to support the administration of external funding sources, including grant procurement, and ensure compliance with all regulations of the funding agency. This employee possesses strong organizational, public relations and oral and written communication skills. Must have knowledge and skills in applying analytical and evaluative techniques to conduct management studies of organizational processes. The employee must be able to adapt communication style and format to the audience to which they are presenting or communicating.

Problem Solving: This employee must respond to and resolve difficult and technical inquiries, sensitive inquiries, and complaints. The employee must be able to remain calm in stressful situations.

Decision Making: Independent decision-making is essential in this position.

Personal Relations: This employee has daily contact with the general public, co-workers, and applicants. This employee provides presentations to the City Council.

Working Conditions: Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust. Working conditions are typically moderately quiet. The employee is occasionally required to carry, lift, move or push up to 25 pounds. This job may require occasional bending, squatting and twisting. This job includes frequent use of manual dexterity and visualization of a computer screen throughout the day. This job requires attendance at evening meetings which include regular and special meetings of the Planning Commission, City Council, Board of Zoning Appeals, and delegated advisory boards, committees, and community groups. Conditions have the possibility of becoming adverse when dealing with citizen complaints and enforcement. Attendance at overnight seminars and conferences may also be required.

Salary: The salary range for this position starts at $55,854 with consideration of previous experience and qualifications. The City of Basehor offers a generous benefits package including retirement contributions, Medical, Dental, Vision, and paid time off (PTO). The City of Basehor does not participate in the Kansas Public Employees Retirement System (KPERS) for City staff.
