CIVIL ENGINEER With or Without P.E. Registration as a Professional Engineer in Washington State. Consideration may be given to any combination of education and/or professional civil engineering experience with PE registration. Valid State driver's license. DESIRED QUALIFICATIONS Bilingual in Spanish. Experience in construction management. REQUIRED MINIMUM QUALIFICATIONS WITHOUT PE Bachelor's degree in civil engineering and two (2) years relevant experience. Consideration may be given to any combination of education and/or five (5) years increasingly responsible professional civil engineering experience in municipal public works or private sector environment. Valid State driver's license. DESIRED QUALIFICATIONS Bilingual in Spanish. Registration as Professional Engineer in Washington State. Experience in construction management. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Employees of the City of Walla Walla are expected to model and foster the City’s core values Service - Integrity - Collaboration - Equity - Leadership – Community 2. Develop initial project plans and assist in establishing schedules and budgets. Coordinate projects with adjoining property owners, municipal, state, and federal stakeholders. 3. Design and manage assigned projects. Prepare and provide guidance, direction, and oversight for the preparation of plans, specifications, cost estimates, and bid documents for City projects. 4. Provide technical assistance to developers during site development plan reviews to assure compliance with City codes, ordinances and general engineering practices; perform site reviews as necessary. 5. Communicate recommendations with stakeholders, exchange information, respond to inquiries and complaints; assure appropriate information is provided and problems are resolved. 6. Manage assigned projects during construction; maintain project records, documentation and contracts; prepare payment requests; monitor project expenditures and maintain budgeted parameters. 7. Assist Civil Engineer II, City Engineer and/or Utility Engineer in the management of projects such as IRRP, TBD, Bridges and the operation, design, construction, and maintenance for the City’s water, wastewater and landfill operations. 8. Manage consultant contracts and related projects as necessary; represent the City on assigned boards/committees. 9. Produce correspondence between the City, contractors, consultants, agencies and the general public regarding project matters such as change orders, rights of way and claims for damage; prepare progress pay estimates and reimbursement requests. 10. Prepare a variety of technical reports to support engineering programs, present written and oral recommendations. 11. Assist Engineering leadership and personnel in the preparation of long-range Transportation Improvement Plans, Utility Improvement Plans and Capital Improvement Programs. 12. Provide mentoring and guidance to assigned engineers, engineering technicians and support personnel; explain engineering concepts and principles; review documents and correspondence. 13. Lead the preparation of grant applications to ensure compliance with federal /state grant programs and regulations. OTHER JOB FUNCTIONS
KNOWLEDGE, SKILLS AND ABILITIES
TOOLS AND EQUIPMENT USED Windows-based PC with Microsoft Office Suite (Word, Excel, Access, PowerPoint) and other engineering and administrative software applications; GIS systems and equipment; utilize AutoCAD Civil 3D; EDEN and other financial systems software. PHYSICAL DEMANDS Sit for extended periods of time and intermittently stand, walk, kneel down, stoop, bend and twist at the waist, and drive a passenger car or pickup truck. Traverse rough and uneven surfaces on foot. Climb ladders to conduct inspections; dexterity of hands and fingers to operate a computer keyboard; hear and speak to exchange information; ability to see, including close vision.
WORK ENVIRONMENT Office environment; construction and utility sites; driving a vehicle to review work areas. Subject to seasonal weather changes and adverse conditions.
