Position Summary

Responsible for directing all activities of the Street Department and the drainage maintenance crew of the Stormwater Management Department.

Essential Job Functions

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  1. Direct operations of the staff and scheduling through managers, supervisors and coordinators.
  2. Serve as liaison to citizens, City management, City Council, regional government agencies and other departments for reporting on Streets and Stormwater activities. Respond to all inquiries and provide reports and findings to management and council.
  3. Develop, coordinate and implement the objectives of the department including performance measures and service improvements. Evaluate department operations and administer ideas and objectives to expand business opportunities and meet the department’s core mission.
  4. Oversee the annual operating budget; analyze revenue projections and monitor department expenditures.
  5. Prepare and administer the annual CDBG and Infrastructure Fund Construction program. Coordinate with Planning Department final project candidates, funding available and present to City Council.
  6. Keep abreast of new developments in Federal, State, Local laws and regulations as it applies to the department.

Minimum Education & Work Experience

Four-year college degree
8 years related experience in street construction, street maintenance or similar field
5 years of supervisory/management experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

 

Preferred Knowledge - Abilities & Skills

Education/ Experience:

  • Bachelor’s Degree in Engineering, Infrastructure Engineering or similar field of study
  • 10+ years experience in Infrastructure or Engineering field
  • 5-7 years of supervisory/management experience
  • Professional Engineer License

Licenses & Certifications

Valid Class C Texas driver's license

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
