 This position is responsible for all matters pertaining to Water System operations; including the maintenance, administration and operation of its facilities. The regional water system includes six water treatment plants with a capacity of up to 876 MGD utilizing ozonation as the primary disinfection process for treatment. These plants currently receive water from seven main sources – Lavon Lake, Chapman Lake, Lake Texoma, Lake Fork, Lake Tawakoni, Lake Bonham and a 2,000-acre wetland that receives flows from the Trinity River. An additional reservoir and 70 MGD water treatment plant will be in operation by 2022. The position is responsible for 108 employees and reports to the Assistant Deputy – Water Treatment and Conveyance.

Major Responsibilities:

1. Provide leadership to ensure the organization core values, vision, mission and strategic plan are realized.
2. Participate in departmental strategic initiatives and goals development and implementation.
3. Responsible for the treatment process and required reporting to ensure compliance with all regulatory and organizational parameters.
4. Responsible for operating and maintaining facilities in strict compliance with permit limitations in an economically optimized manner. 
5. Prepare, monitor, and administer annual budgets for the department. 
6. Performs assigned duties in accordance with established NTMWD policies and procedures. 
7. Participates in the development of plans and specifications of relevant facilities included in the system. 
8. Maintains effective communications with NTMWD management, water system members and customers, NTMWD Board of Directors, regulatory agencies, and other stakeholders as needed.
9. Responsible for the supervision of all Water System employees to include hiring, scheduling, and performance evaluations. 
10. Ensure that Water Operations personnel are properly trained and equipped for safe execution of duties.

Knowledge, Skills & Abilities:

1. Ability to lead, develop, coach, and supervise NTMWD team members related to all Water Operations programs and initiatives.
2. Requires strong background in surface water treatment for a large water system, water quality regulations and knowledge of water industry best practices to include water chemistry, optimized operation and maintenance practices, and effective management and operation.
3. Ability to develop programs and processes to achieve safe and optimized performance in accordance with the Texas Optimization Program (TOP) and Partnership for Safe Water.
4. Ability to work collaboratively with all internal stakeholders and departments related to the effective operation of the Water System.
5. Ability to foster and maintain positive and productive relationships with external stakeholders.
6. Must possess knowledge the local, state and federal regulations related to water treatment and operation.
7. Mathematical skills to prepare budget and interpret technical data relating to the treatment process are essential. 

Education and Experience:

1. Bachelor's degree in engineering, environmental science, chemistry or related field.
2. Ten years of progressive experience in the management of a water treatment facility. 
3. Established track record for effectively working with governing boards or councils, state and federal agencies, and public groups.
4. Requires a valid Texas Driver's License. 


Environmental Factors, Activity Levels and Equipment

This position requires moderate physical exertion. General physical mobility is required. May be subject to working conditions that include exposure to weather. May also be subject to conditions that require respirators, venting hoods and protective clothing. Subject to after hour emergencies. Tools or equipment used include vehicles, computer, calculator, safety equipment, and phone.
