Traffic Engineer:

JOB SUMMARY: Under general direction of Traffic Engineering and Operations Manager, develop, administer, and manage the City’s Advanced Traffic Management System according to engineering guidelines. Supervise subordinates. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS:

• Manage and provide engineering support for the following division functions: traffic signal system operation; traffic performance monitoring and system improvements; video traffic monitoring; communication systems; and signal timing plans.

• Review and Prepare traffic engineering design plans.

• Provide signal operation and traffic signal design services. Configuring and program traffic signal devices.

• Maintain and operate traffic signal management system (central software) for the City

• Respond to citizen and vendor requests. Conduct traffic data collection and traffic studies.

• Supervise subordinates.

• Administer and manage projects and grants related to traffic operations and signals.

• Perform other related departmental duties involving transportation engineering, and planning. Work indoors and outdoors in adverse conditions, such as extreme cold and heat with temperature swings; work under varying conditions, including at heights and in noise. See and hear well enough to work safely in traffic and construction situations, using proper safety precautions. Communicate courteously and effectively in the English language, in person, on the phone, and in writing, with other city employees, officials, vendors, and the public. Possess enthusiasm to learn and demonstrate strong interpersonal skills.

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES: Bachelor of Science in Engineering required, from a University with an engineering program accredited by the Accrediting Board for Engineering and Technology. Professional Engineer registration in Texas required, or must attain registration within six months of appointment. Professional Traffic Operations Engineer certification preferred. Texas Driver’s License, Class C, required.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS: Five years of progressively responsible traffic and transportation engineering experience required, preferably with a municipality, county or state government. Must understand and be able to apply engineering techniques for progressive traffic movement using networked computer hardware and software. Must be proficient in Synchro and other traffic operation software. Must have ability to work effectively independently, with ability to carry on a job from inception to conclusion and produce results within deadlines. Must display good decisionmaking ability. Good oral and written communication skills required.

Traffic Engineer (EIT):

JOB SUMMARY:

Under direction of the Traffic Engineer or designee, assist in planning, organization, coordination and execution of the engineering analyses, designs and specification preparation for traffic and transportation projects. Assist in monitoring and operating the Traffic Control Center. Perform other related work as required.

Exercise discretion and independent judgment in analyzing designs and/or technical engineering data. Prepare and operate computer databases, spreadsheets and graphics, drawing signal system and transportation related programs. Assist in the design and implementation of traffic related improvements and signal progression plans. Monitor and evaluate traffic patterns in the field. Maintain computer files. Interpret and comprehend highly technical or specialized materials such as engineering specifications and drawings. Effectively use computer traffic models and troubleshoot computer problems. Communicate courteously and effectively, verbally and in writing, with other employees, citizens, contractors, and officials. Coordinate and negotiate effectively with others. Work as an effective team member. Sit, stand and/or walk for long periods of time inspecting projects. Carry, drag, hold, lift, pull or push up to fifty pounds of equipment, as well as climb, crawl, drive, kneel, squat, stoop, and twist while installing and maintaining traffic and computer equipment. See and hear well enough to work safely in traffic and construction situations. Work indoors and outdoors in adverse conditions, such as extreme cold and heat, heights and temperature swings and noise. Drive to job site locations around the City. Some extended hours and shifts are required.

Knowledge of engineering-related mathematics and engineering principles required. Skills required in: operating engineering related instruments, tools and equipment; reading and interpreting and engineering designs and studies. Experience required with AutoCad, spreadsheets, word processing, and other computer software. Must have abilities to: work independently to complete a project from inception to conclusion and to do so in a timely manner, and produce results within deadlines; make good oral and written presentations. Must display good decision-making abilities. Must have good oral and written communication skills.

Graduate Traffic Engineer:

JOB SUMMARY:

Under the supervision of the Traffic Engineering and Operations Manager or designee, assist in traffic engineering and operations. Perform other related work as required.

Assist the Transportation and Mobility Department with traffic engineering and operations projects, including the review of plans, specifications and project contracts, signal timing adjustments, field reviews, traffic safety investigations, and data analysis. Assist with the administration and management of procurement, maintenance, and construction contracts. Respond to citizen inquiries related to traffic issues. Conduct field inspections and provide field solutions as necessary. Assist in the writing of policies, procedures and ordinances. Communicate courteously and effectively, orally and in writing, with other employees, citizens, developers, contractors, consultants, and officials. Work as an effective team member. Walk, carry, drag, hold, lift, pull or push up to fifty pounds of equipment, as well as climb, drive, kneel, squat, stoop, and twist while performing duties. Work indoors and outdoors, including adverse weather conditions, such as extreme cold and heat, heights, and noise. Some exposure to mechanical, radiation, fume, order, dust, mite hazards, using appropriate safety precautions. Drive to job site locations around the City. Some extended hours are occasionally required.
