Description:


  • Assists in the strategic planning for budget, goals and objectives;
  • Assists in budget preparation, monitors budget expenditures. administers/manages grant funds, and makes or authorizes purchases of up to $5,000 without management approval; 
  • Assists the Director in developing and recruiting economic development prospects, including contacting and marketing City to outside agencies and enterprises (i.e. private investors, developers, realtors) and conducting tours of industrial and commercial sites and available facilities;
  • Assists in monitoring incentive compliance of active economic development agreements;
  • Represents the City on national marketing trips and at selected industry tradeshows and conferences;
  • Develops and negotiates small businesses and entrepreneurship incentives for new and expanding businesses;
  • Makes policy and procedural recommendations; interprets and communicates to others rules, regulations, and guidelines regarding economic development;
  • Conducts real estate and infrastructure research in responding to inquiries from potential, new or existing business, and maintains and updates available buildings and sites database;
  • Gathers business related data and demographics and help in developing marketing materials;
  • Works with Type A and Type B development corporations and assist them in developing goals, policies and procedures;
  • Develops and maintains relationships with the key executives of the City’s primary employers through regular visits and events;
  • Establishes relationships with regional partners, county officials and state economic development officials;
  • Assists city administration and departments on economic development issues by providing accurate, timely and useable information for City leadership; 
  • Stays abreast of new trends and innovations in the field of economic development; and
  • Performs such other related duties as may be assigned.

 

Acceptable Experience, Training, Certifications and Licenses

Bachelor’s Degree with major coursework in public relations, economic development, marketing, business administration, public administration or a related field, plus five (5) years’ experience in economic development, public relations/marketing or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
 
Valid Texas Driver's License, with acceptable driving record or available alternate means of transportation.
 
Certified Economic Developer preferred.

 

Knowledge of: modern and highly complex principles and practices of municipal administration, organizations, functions and services; operational characteristics, services, and activities of comprehensive economic development programs; methods and techniques of effective grant application and proposal preparation; management skills and practices applied to the analysis and evaluation of programs, policies and operational needs; advanced principles and practices of municipal budget preparation and administration; research techniques, sources and availability of information and methods of report presentation; pertinent and applicable federal, state and local laws, rules and regulations; principles of effective public relations and interrelationships with community groups and agencies, private businesses and firms, and other levels of government.
 
Skill/Ability to: gather, compile, analyze and evaluate a variety of data and make sound policy and procedural recommendations; interpret and communicate to others rules, regulations, and guidelines regarding economic development; identify and respond to community and City Council issues, concerns and needs; prepare clear and concise administrative and financial reports; establish and maintain effective working relationships with officials in local, state, and federal government officials, the general public, board/commission and the news media; demonstrate proficiency in both oral and written communication; operate a computer using standard word processing and spreadsheet software; gather, compile, analyze, and evaluate a variety of data and make sound decisions regarding that data as it applies to providing services; and recognize, evaluate, and respond adequately to a variety of policy issues faced by the city.
