Overview

General responsibilities include serving as the City Liaison to Padre Island citizens and businesses by performing professional level work in collaborative planning, community outreach, stakeholder engagement and working cooperatively with City Departments to support program development, economic development, and capital improvement projects specific to Padre Island.

Responsibilities

· Coordinate with surrounding cities to ensure joint project and program implementation is properly communicated to Padre Island residents and businesses

· Assists various City departments with bond program project development to promote the responsible growth on North Padre Island

· Coordinate with the City’s partners as it relates to gulf beach operations impacting the island.

· Conducts business community surveys and coordinates business assistance to survey respondents

· Conducts citizen surveys and coordinates citizen assistance to survey respondents

· Prepares and disseminates City information regarding services provided as those services pertain to North Padre Island residents and businesses

· Serves as initial contact for North Padre Island residents and businesses

· Provides information on bidding opportunities and informs small businesses of the procurement process with the City and working with the Contracts and Procurements department

· Informs businesses on contracting with City, County, State and Federal government agencies

· Serves as the liaison for the creation of business development strategies in support of neighborhood commercial expansion and revitalization

· Assists the City’s Economic Development team with small business development initiatives, and other economic development, redevelopment and capital improvement projects impacting or originating on North Padre Island

· Assists the City’s Economic Development team with business retention strategies for North Padre Island businesses and provides necessary assistance to stimulate business expansion

· Assists with the Administration of various incentive programs to provide financial assistance to businesses expanding, revitalizing, or relocating to North Padre Island

· Attends meetings of North Padre Island organizations to ensure City representation with the organizations

· Meets and works with citizen committees, neighborhood associations, non-profit groups, and special interest groups serving to support North Padre Island

· Makes formal presentations to City staff, City Council, or outside organizations or businesses, as necessary

· Meet with members of the community, virtually or in person, to answer questions and queries as required, including through telephone service, designated email address, social media and project website(s)

· Works collaboratively with City project leads to organize and conduct community outreach activities, meetings, and events

· Coordinate community outreach activities to support successful implementation and ensure that deadlines are met

· Assists in monitoring and managing all island activities that could potentially impact other City departments

· Maintains current information on all completed development plans for North Padre Island

· Coordination and oversight of special projects and initiatives of North Padre Island

· Provide support for other projects that may arise as North Padre Island continues to develop

· Develop and use contact management software to log community and stakeholder comments, concerns and inquiries and liaise with the City Departments regarding responses to concerns and follow up with community members as required

· Coordinate, update and maintain community outreach information for the City Manager’s Office and City Council, as directed

· Assist in the preparation of reports and notices as necessary, take notes at community meetings and prepare meeting summaries

Qualifications

· Requires Bachelor's Degree (BA/BS)

· Minimum of 6 years of experience

· A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Knowledge and Skills

· Demonstrated experience in community outreach, liaison and community relations

· Experience with large infrastructure projects and construction timelines are preferred

· Complete Public Information Act Training through Texas AG within 90 days of hire

· Complete Texas Open Meetings Act Training through Texas AG within 90 days of hire
