SUMMARY

This position is responsible for performing a variety of tasks associated with advanced technical building plan review to ensure compliance with City of Bedford municipal codes and adopted standards.  Work requires limited supervision and positive collaboration with City Staff, builders and citizens regarding various codes and ordinances.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Performs daily review of building plans and specifications for new construction, alterations, additions, and more to determine compliance with City of Bedford municipal code and adopted model construction standards in a fast paced, high growth environment.
  2. Reviews commercial and residential plans to meet codes and guidelines for construction, and completes appropriate data entry to document decisions; includes compliance with local building codes, the zoning ordinance, and Planned Development Ordinances, adopted by the City of Bedford.
  3. Reviews building applications and plans including fences, swimming pools, spas, irrigation systems, demolition, and curb cut permits to determine compliance with city adopted codes and ordinances.
  4. Assists and interacts with the general public, contractors, architects, engineers, and other entities regarding the City’s Code of Ordinances to issue permits, and explain and interpret requirements and restrictions on all aspects of building codes.
  5. May conduct visual and hands-on inspections of construction projects for compliance with city codes.
  6. Provides organizational support by participating in the development and implementation of department objectives and priorities relating to building inspection operations; identify and communicate opportunities for improving work methods and processes.
  7. Studies code and ordinance changes to stay current with construction trends and inspection procedural innovations. Assists in the process of networking with companion cities regarding building construction information, representing the city with honesty and integrity.
  8. Attends meetings, cooperates with, and serves as a resource to other City departments, divisions, community groups, and local, state, and federal agencies regarding building code requirements.
  9. Supervises and mentors Permit Technician and other front desk staff by helping plan daily activities, helps to create training program, and assists in the follow-up inspections as needed.
  10. Oversees third-party plan review and inspection contractor.
  11. Assists their immediate supervisor with matters within their assignment as requested or needed.
  12. Maintains appropriate files and records of activities in areas of responsibility and serve as lead staff  in maintenance and updating of permitting software.
  13. May serve as department supervisor in the absence of the manager.
  14. Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.
  15. May perform other assignments and handle special projects as required.        

 

SUPERVISORY RESPONSIBILITIES

Supervises Permit Technician related to building permit submittal requirements, processing procedures and general building code questions, including oversight of the City’s third-party plan review and inspection contract. Carries out responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees, planning, assigning, addressing complaints and resolving problems.

 

MINIMUM JOB REQUIREMENTS

Associate’s Degree plus four years of city building inspection, plans examination, construction field, landscape architecture, forestry experience or related field. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Preferred: at least one year of experience in supervisory/leadership role.

  • Valid Texas Driver’s license.
  • Possession of, or ability to obtain, two (2) International Code Council (ICC) Certifications within one (1) year of hire.
