PAY AND BENEFITS

 

Annual Pay Range: $57,344.73 - $73,079.65

 

Hourly Pay Range: $27.569584 - $35.134445

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as an Accountant 1.

JOB DETAILS AND QUALIFICATIONS

 

Clackamas County's Department of Finance is seeking a highly motivated, detail-oriented accounting professional to join our team as a Procurement Card Accountant.

 

This position oversees and acts as the subject matter expert on the county-wide Procurement Card (P-card) program. The incumbent will perform a variety of auditing, reporting and fiscal management tasks for the program. The selected candidate will develop and maintain a productive relationship with the County's P-card related banking provider. Responsibilities include providing direction, support and training to county P-card holders, monitoring and reconciling P-card related ledger accounts, and providing analysis and recommendations to management on strategic changes to the P-card program. This position will also provide Accounts Payable backup as needed.

 

Successful candidates will be experienced in P-card management with strong attention to detail and have the ability to work independently and meet deadlines. Candidates should also have excellent time management skills and the ability to work on multiple tasks at once while striving to produce error-free work.

 

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of three (3) years of accounting or fiscal management experience. Any combination of relevant experience and education that would likely provide the required knowledge and skills may substitute for the required years of experience

• Experience using accounting software programs in an integrated Financial Management Information System (FMIS)

• Knowledge of Generally Accepted Accounting Principles (GAAP)

• Ability to communicate effectively and clearly

• Ability to work independently with minimal supervision

• Must pass a criminal history check which may include national or state fingerprint records check

• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

 

• Experience managing P-card programs

• Exposure to, training in, or experience with PeopleSoft Finance

• Knowledge of local, state, and federal guidelines, regulations for procurement of supplies and materials in local government

• Knowledge of Governmental Accounting Standards (GASB)

• Accounts Payable experience

• Intermediate level skills in Microsoft Word, Excel, and Outlook

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

• Consultation/Relationships - Acts as the County-wide subject matter expert on P-Cards. Provides direction and support to county P-card holders on the purpose and appropriate use of P-cards. Serves as the primary County-wide training resources to cardholders. Applies all related policies, procedures, trainings, and practices to day to day situations. Develops and maintains a productive relationship with the County's P-card related banking provider.

• Payment Processing, Reconciliation, and Controls - Monitors and reconciles P-card related ledger accounts. Works with departments and County finance staff to ensure accurate entries and a controlled payment process. Follows up for information needed from cardholders as necessary. Manage the opening, closing, and renewing of P-cards. Monitor P-card usage; monitor appropriate single purchase and monthly credit limits. Works with cardholders to make adjustments as necessary.

• Research, Analysis & Payment Processes - Track and analyze fluctuations in the County's annual P-cards spend to measure program performance and budget impacts. Makes recommendations to management on strategic changes to the County's P-card program. Evaluates employee P-card need and usage on a periodic basis.

• General Accounts Payable Support - Performs accounts payable transactions on contract and non-contract payments. Evaluates purchase orders for accuracy; collaborates with colleagues and Purchasing Team to make updates as necessary. Supports vendor maintenance functions including setting up new vendors and updating existing vendor profiles.

 

REQUIRED KNOWLEDGE AND SKILLS

 

Working knowledge of: The principles, practices, methods and terminology related to accounting and auditing; Generally Accepted Accounting Principles (GAAP) and governmental fund accounting; techniques used to locate errors in accounting records; governmental accounting policies, procedures and operations; computerized accounting systems and how they aid in compiling, maintaining and using accounting information; general office practices and procedures; application and use of standard office equipment; general laws and rules regulating and influencing County fiscal operations; data processing as it relates to accounting records and applications.

 

Skill to: Prepare and maintain accurate reports, spreadsheets; analyze data from various sources, draw logical conclusions, and make appropriate recommendations; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with co-workers, managers, customers, and the general public; learn accounting software and financial reporting systems; generate and reconcile accounting reports, statements, projections and schedules; apply accounting and fiscal-related laws, ordinances, rules, regulations, policies, and procedures.

 

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
