Overview:

Under supervision of the Manager of Engineering services the Building Official is responsible for the City's Building Codes division and is expected to exercise supervision over two (2) full-time employees.   This position is responsible for administering and enforcing all rules, policies, and ordinances related to adopted building and life safety codes and to any other general health or safety matters under the jurisdiction of the City of Fair Oaks Ranch.

Essential Duties and Responsibilities: 

  • Reviews the preparation and submission of reports for inspections, permits, and plans to ensure that they comply with city, state, and federal codes and regulations. 
  • Conducts field visits with various stakeholders, full inspections for new construction,  and existing structures to identify unsafe, undocumented, or non-compliant work to ensure that all code requirements are being met including flood damage prevention measures.
  • Responsible for recommending and enforcing remediation methods regarding code related violations inclusive of “stop work” orders. 
  • Develops, implements, and maintains operating policies, procedures, local modifications to mandated building codes, and the presentation of new or modified ordinances to the City Council for adoption. 
  • Provides both internal and external stakeholders with advice regarding the interpretation of building codes, plan reviews, permits, field inspections, judgements regarding action needed and fee collections, and any other administrative matters related to building codes.  
  • Responsible for all supervisory duties related to a team of employees including hiring decisions, development of training programs for new/current staff, and for conducting performance evaluations along with corrective action facilitation as needed.
  • Identifies opportunities to establish and maintain excellent customer services levels by resolving complex issues in a timely and courteous manner, improving service workflows, enhancing productivity, and sourcing necessary resources to ensure delivery expectations are exceeded.
  • Participates in the development and administration of the building codes annual budget. 
  • Oversees the writing and administration of service agreements for the City Fire Inspector, Sanitarian, and contract building inspectors.
  • Serves as Ex Officio member on the City’s Board of Appeals. 
  • Establishes and maintains systems to ensure that all files, correspondence, reference documents, reports, permits, plans, contractor’s registration files and other data or materials are maintained in an organized fashion.
  • Other duties as assigned.

 Minimum Qualifications:

  • High School Diploma or GED equivalent
  • Minimum of five (5) years of progressively responsible experience related to building codes. 
  • Minimum of two (2) years of administrative or supervisory responsibility. 
  • Must be able to obtain the International Code Council (ICC) certification as a Residential Building Inspector and a Texas State Plumbing Inspector License within six (6) months from date of hire.
  • Valid Texas Class C Driver’s License

 Preferred Qualifications:

  • Bachelor’s Degree preferred in related field of study pertinent to this job. 
  • Eight (8) years of progressively responsible administrative and management experience related to building codes. 
  • Five (5) years of administrative or supervisory responsibility.
  • International Code Council (ICC) certification as a Building Official. 
  • International Code Council (ICC) certification as a Plans Examiner. 

Knowledge, Skills, & Abilities

Knowledge of:

  • Current International Building Codes and National Electric Codes.
  • Applicable laws, ordinances, regulations, and resolutions related to building codes.
  • Functions and activities of a city building code department as it pertains to operational and administrative business needs.   
  • Technical and administrative characteristics of all phases in building inspections, building codes, and contractor licenses.    

Ability to:

  • Read, understand, and interpret detailed engineering, and architectural drawings, construction plans, specifications, zoning regulations, subdivision plats, and FEMA flood maps. 
  • Establish priorities and independently initiate actions and administrative judgments.
  • Maintain accurate records of official city business; prepare reports and correspondence neatly and professionally.
  • Develop and conduct presentations to the City Council, Boards, and Commissions.

Skills:

  • Operate a variety of modern office machines 
  • Maintain effective working relationships with co-workers, vendors, contractors, developers, the public, and city officials.
  • Strong written and verbal communication skills.

  Physical Demands:

  • Typically requires frequent sitting, talking, hearing, seeing, standing, walking, driving, use of hands and fingers for fine dexterity movements, and ability to operate objects, tools, and office equipment.  
  • May require occasional climbing, balancing, stooping, kneeling, crouching, or crawling on difficult or undeveloped terrain, and lifting, lowering, pushing, or pulling of up to 40 lbs. 

 Work Environment:

  • 70% of work will be performed outdoors or in the field.
  • 30% of work will be performed indoors at the office.
  • Frequently works near moving mechanical parts and may be exposed to fumes or other airborne particles. 
  • Subject to outside weather conditions
