RIGHT OF WAY SPECIALIST


ST. CHARLES COUNTY HIGHWAY DEPARTMENT


Starting Salary: Min $61,755.24 – Mid $76,714.58 per year


This is a full-time, 40 hour per week position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee Health, Dental, Life, Disability, Retirement, and Tuition Assistance programs.


JOB DESCRIPTION: The purpose of this position is to perform negotiations for the acquisition of right-of-way and easements on St. Charles County Highway projects. The position regularly requires decisions for which there are no clearly defined or established policies or procedures; the handling of confidential or sensitive information; and the recognition of a problem and the development, recommendation, and/or implementation of a reasonable solution. The work is performed under the direct supervision of the County Engineer.


• Negotiates right-of-way, permanent easements and construction access on County projects.


• Reviews/prepares blanket appraisals and establishes land values for negotiations with property owners.


• Responds to routine and non-routine customer concerns and complaints regarding County Highway projects and their impact on property value.


• Keeps and maintains files for individual parcels on County Highway projects.


• Prepares legal documents for the acquisition of property and easements, including legal descriptions, deeds and escrow agreements for property owner signatures. Works with Design Engineers for changes to exhibits and legal descriptions.


• Research right-of-way projects by obtaining and reviewing legal property descriptions, plats, survey information, deeds, maps and other records to determine who owns the property.


• Meet with property owners and prepare necessary documentation for acquiring right-of-way, present offer of compensation, and schedule follow-up meetings until compensation is accepted.


• Performs calculations and completes Pro Rata Tax Claim forms as required.


• Prepare negotiator’s log for each parcel acquired and prepare project status reports.


• Assists County Counselor’s office with vacation of road right-of-way.


• Maintains records on and research County right-of-way and easement from existing County records.


• Coordinates with other municipalities for deed research, land ownership records, etc.


• Assist with issuing special use permits and collection of fees for construction permits within County right-of-way.


• Acts as a Public liaison for the department.


• Assists contractors/citizens in locating right-of way and easement ownership.


• Testify in court proceedings.


REQUIREMENTS:
• Education
-Bachelor's degree in Real Estate, Engineering, Surveying or related field is preferred.


• Certifications
- License as Realtor or Real Estate Appraiser/Broker or Certification as a Professional Engineer by the Missouri State Board of Registrars for Architects and Professional Engineers is desired.
- A valid motor vehicle operator’s license is required.


• Job Experience
-3-5 years of experience
-Requires three years previous experience acquiring right-of-way in the Eminent Domain process.


• Knowledge, skills and abilities
-Knowledge of MoDOT Local Public Agency Land Acquisition Manual and Federal Acquisition Regulations is desired.
-Employment is contingent on successfully passing a full criminal background check.
