PAY AND BENEFITS

Annual Pay Range: $42,719.05 - $53,760.69

Hourly Pay Range: $21.907203 - $27.569584

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. An additional 5% premium pay is added for bilingual skills.

JOB DETAILS AND QUALIFICATIONS

Do you want to be an essential part of ensuring our elections are accurate, transparent, and inclusive? The Clackamas County Clerk's Office seeks a bilingual (Spanish language) individual to join our Elections team as an Elections Specialist.

The purpose of this position is to provide customer service to the public and other internal and external stakeholders in both English and Spanish, in person, on the phone, or online. This includes clerical support including data entry of complex voter registration records, petition verification, sorting and processing daily mail, accepting candidate, measure and voter pamphlet filings, and staffing the front counter during each election cycle. This position also provides culturally responsive customer service and assistance, including the interpretation and translation of elections resources and services. The Elections Specialist also performs ballot processing activities during the elections held each year.

Required Minimum Qualifications/ Transferrable Skills:*

• At least 2 years of experience providing customer service where you provided the solutions to customer issues and challenges
• Bilingual Spanish Language (Writing, Speaking, Reading) and demonstrated Cultural Competency
• Ability to work periodic evenings and weekends as required by cyclical elections activities
• Ability to perform data entry at a minimum of 8100 key strokes per hour
• Must pass a criminal history check which may include national or state fingerprint records check
• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

• Experience working Federal, State, County, City and/or Special District elections
• Experience explaining policies and procedures for internal and external customers
• Intermediate proficiency level on Microsoft Word or related software
• Experience with Adobe Acrobat, Adobe Photoshop, and/or InDesign
• Knowledge of Oregon Revised Statutes and Administrative Rules as applied to Elections

TYPICAL TASKS

Duties may include but are not limited to the following:

• Provide outstanding customer service directly to voters (phone, online, in-person) in both English and Spanish. Provide English to Spanish and Spanish to English translation and interpretation for both verbal and written communication. Accept and process voter registration forms, candidate, measure, and voter pamphlet filings and incoming petitions. Accept public information requests, voter registration lists, maps and walking lists.
• Answer detailed and complex questions in English and Spanish about registering to vote, filing for office, filing a prospective petition, and election law. Answer general election questions, route calls to other staff within and beyond the division as needed.
• Use the Oregon centralized voter registration system to perform detailed data entry, verification and management of paper and electronic voter registration records from multiple sources. Apply a thorough understanding of national, state and local election laws to the management of voter registration records.
• Participates in election processes for each election. Receives and tracks ballots, sorts and counts ballots, scans ballots. Verifies ballot signatures, moves and sorts ballot carts, trays and boxes. Assists in reconciliation of ballots.
• Assists in recruitment, orientation, training, and monitoring work performed by temporary elections staff; ensures temporary staff accurately provide routine assistance to the public and process voter registrations according to set policies and procedures.
• Spanish Language Translation and Cultural Knowledge - Assists the Clerk's Office with translation, interpretation, and cultural responsiveness for voting, elections, and general service to the public. May be called on infrequently to assist other functions within the Clerk's Office in addition to the Elections Division. This includes assisting the Clerk, recording services, public access to government, and marriage licenses.

WORK SCHEDULE

This position works 37.5 hours during a standard workweek of Monday through Friday. Periodic evening and weekend work is required for cyclical elections activities. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

Clackamas County Elections administers and conducts all Federal, State, County, City and Special District elections in Clackamas County. Our office informs voters, candidates, political parties, cities, special districts, and others about administrative rules and statutes applicable to election laws. We oversee election filing, forms, and voter registration. The office also prepares ballots and voters' pamphlets, receives and processes returned ballots, and completes election result tallies. We are a division of the Office of the County Clerk of Clackamas County. The County Clerk is Catherine McMullen.
