Description:


  • Makes on-site inspections to ensure public and private properties are in compliance with various codes, including property maintenance codes, zoning codes, sign ordinance and other State and Federal codes;
  • Prepares and manages all electronic and hardcopy records concerning inspections, licenses, permits, certificates, etc.;
  • Consults with engineers, architects, builders, and contractors to discuss property maintenance and compliance with various codes;
  • Compiles and writes departmental reports and correspondence, including documents relating to legal searches by warrant or by consent;
  • Coordinates with other city departments to set up reviews and inspections as necessary;
  • Maintains a working knowledge of all statutes and ordinances and works collaboratively with contractors and the general public to ensure compliance;
  • Investigates complaints of unsafe, uninhabited, and unsanitary structures, property and overgrown lots, and enforce codes when necessary;
  • Patrols streets for evidence of unauthorized activities, unsafe structures, illegal dumping and improper land usage;
  • Explains the requirements of local codes, ordinances, and laws to property owners, tenants, and the general public;
  • Manages cases and coordinates with various prosecutors regarding investigations and prosecutions of code violations;
  • Testifies at hearings and trials to provide additional information regarding code enforcement violations;
  • Documents evidence of code violations in narrative, photographic and video form, including the results of investigations;
  • Answers questions in person and on the telephone regarding zoning, sign, and property maintenance ordinance compliance, and citizens' complaints;
  • Provides customer service to other departments and public as needed;

Acceptable Experience, Training, Certifications and Licenses

High School Diploma, plus one (1) year of experience in the enforcement of any code recognized by the Texas Department of Licensing and Regulation for purposes of certification;
 
or  any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. 
  

Certifications and Licenses: 

Certification as a Code Enforcement Officer issued by the Texas Department of Licensing and Regulation; or the ability to obtain such certification within one (1) year of employment. 
 
Valid Texas Driver's License with acceptable driving record.   

 

Supplemental Information

Knowledge of:  technical and administrative aspects of  city ordinances; regulations and guidelines prepared by state and federal agencies relative to public health and safety.
 
Skill/Ability to:  interpret and communicate to others zoning laws, property maintenance codes, and other related codes; read detailed maps and surveys; establish and maintain effective working relationships with other city employees, commissions and boards, state and local government agencies, contractors, and the general public; demonstrate proficiency in both oral and written communication; operate small office equipment, including copy machines or multi-line telephone systems; operate computer using standard word processing and spreadsheet software; operate highly technical computer applications, such as GIS or CAD; able to operate some construction-related equipment and machinery necessary to perform inspections; and research legal issues and property ownership.

PHYSICAL FUNCTIONS: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing, balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 lbs).
