To plan, direct and review the activities and operations of Streets, Stormwater Drainage, and Water and Wastewater Utilities including Water Distribution, Water Production, Wastewater Collection, Wastewater Treatment and Industrial Waste/Pre-Treatment; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible support to the City Manager.

SUPERVISION RECEIVED AND EXERCISED

  • Receives direction from the City Manager.
  • Exercises direct and indirect supervision over supervisory, maintenance and clerical staff.

EXAMPLES OF DUTIES

Duties and responsibilities may include, but are not limited to, the following:

Essential Functions:

  • Develop, plan, and implement Public Works Department goals and objectives; recommend and administer policies and procedures.
  • Coordinate Public Works Department activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence.
  • Direct, oversee and participate in the development of the Department's work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  • Supervise and participate in the development and administration of the Public Works Department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement mid-year adjustments.
  • Select, train, motivate and evaluate personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints; maintain and encourage positive public relations.
  • Participate with a variety of boards and committees; attend and participate in professional groups and organizations; stay abreast of new trends and developments in the utility industry.
  • Conduct visual inspections of job sites and City facilities; evaluate and enforce compliance with safety procedures and policies.
  • Determine need and prepare plans for new equipment and facilities and major repair and rebuilding projects; prepare equipment specifications and coordinate the advertisement of specifications; evaluate bids and make recommendations.
  • Confer with and advise staff on problems related to the maintenance and operation of the public utilities system and the interpretation and enforcement of rules and regulations.
  • Assist in formulating short and long range plans for the community's infrastructure in conjunction with other management personnel.
  • Respond to emergency operations of the Public Works Department; prepare for and confront emergency conditions as necessary to maintain efficient and effective City services.
  • Confer with engineers, developers, architects, a variety of agencies and the general public in acquiring information and coordinating Public Works matters.

QUALIFICATIONS:

Knowledge of

  • Principles and practices of modern construction, maintenance and repair of streets, stormwater drainage, and water and wastewater utilities including water distribution, water production, wastewater collection, wastewater treatment and industrial waste/pre-treatment systems, and of facilities, equipment, methods, materials and supplies used in those operations.
  • Organizational management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Principles and practices of organization, administration and personnel management.
  • Principles and practices of budget preparation and administration.
  • Principles of supervision, training and performance evaluation.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Occupational hazards and standard safety precautions necessary to perform utilities construction, maintenance and repair activities.
  • Modern office procedures, methods and computer equipment.

Ability to:

  • Direct, organize and implement a comprehensive street and utility program.
  • Effectively administer a variety of utilities operations and activities.
  • Interpret, apply and ensure compliance with Federal, State and local policies, procedures, laws and regulations.
  • Respond to citizen inquiries and complaints in a tactful, courteous manner.
  • Select, supervise, train and evaluate assigned staff.
  • Prepare and administer a budget.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Identify and respond to public and City Council issues and concerns.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:

Six years of increasingly responsible experience in public works operations including streets, stormwater drainage, water and wastewater treatment, collection and distribution operations and management, including four years of administrative and supervisory responsibility.

Education/Training:

A college degree supplemented by specialized training in streets, stormwater drainage, and water and wastewater utilities operations.  A Bachelor's Degree in civil engineering or a related field is desirable.

        License(s)/Certification(s):

  • Possession of a valid driver's license.
  • Possession of a valid Class C Water Distribution license.
  • Possession of a valid Class C Wastewater Operator license.
  • Possession of a valid Class C Surface Wastewater Operator license.

  • Regularly required to sit and use hands to finger, handle, or feel objects, tools, or controls.
  • Frequently required to reach with hands and arms.
  • Regularly required to stand; walk; climb or balance, stoop, kneel, crouch, or crawl; and talk and hear.
  • Occasionally required to lift and/or move up to 25 pounds.
  • Vision required includes close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

Characteristics described are representative of those an employee encounters while performing the essential functions of this job.

  • Regularly works in outside weather conditions and is regularly exposed to extreme cold and extreme heat.
  • Frequently works near moving mechanical parts.
  • Frequently exposed to vibration.
  • Occasionally works in high, precarious places and with explosives.
  • Occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and risk of radiation.
  • Noise level is usually loud.
