There are exciting things happening in Sarasota County! We service more than 97,500 water connections, 85,000 sewer connections and 4,000 reuse connections. Three wastewater reclamation facilities treat the county’s wastewater and produce reclaimed water for landscaping and biosolids that can be composted. Our innovative Fats, Oils and Grease (FOG) program is helping food establishments safely dispose of cooking oil, grease and food waste that creates harmful sewer overflows. As the Project Manager/Administrator IV- Water/Wastewater you will oversee the development of large scale Utility Operation’s projects including multi-million dollar complex engineering and construction projects, and implementation of the SCADA Master Plan program. Job Description:

  • Manage and lead  highly  technical,  multi-million  dollar,  large  scale,  complex  operational  and planning  type  projects  within  the  utility  operations  unit.  Directly  responsible  for  the  oversite  of several projects at any given time.  Respond to complex issues and is responsible for making final decisions.  Manage design and construction contracts to ensure fulfillment of contractual obligations by  engineers,  construction  contractors,  and  consultants. Develop and maintain project  cost estimates  and  monitors  Utility  Operations  CIP  project  expenditures. Prepare progress reports.  Initiate,  authorize  and  monitor  requests  for  change  of  scope. Review and authorize progress payment requests.
  • Coordinate  and  evaluate  work  done  by  teams  consisting  of  internal  stakeholders,  engineers, inspectors,  and  operational  groups.  Provide  leadership  to  project  teams  and  assists  in  resolving disputes.   Develop  and  maintains  effective  working  relationships  with  project  teams  including engineers,  construction  contractors,  consultants,  etc.     Confer  and  coordinate  with  contractors, engineers, inspectors and other parties to ensure County design standards are adhered to.  Assist in providing on-site resolution of design or construction problems and coordinates with other agencies for permitting projects as needed.
  • Partner  with  Procurement  to  prepare  solicitation  for  Professional  Services;  review  proposals, prepares  and  present  selection  matrix  to  Professional  Services  Review  Committee;  negotiate contract scope, budget and schedule with selected consultant; ensure contracts include all necessary work scope to complete project; prepare project related correspondence; coordinate construction bid  advertising  with  Procurement;  review  construction  proposals  and  coordinate  consultant recommendations.
  • Prepare and present presentations to the Board of County Commissioners for design contracts and project updates. Act as a leader and technical mentor to peers and seeks out and assist other departments by sharing technical expertise and providing guidance to managers, directors, and County Administration.

 

 

Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

Work schedules may vary due to split shifts, rotations, on-call, emergencies, etc.

 

 

About You

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or  university  in  Engineering,  Project  Management  or  related  field
  • Seven (7) years of related project management experience
  • Master’s degree in  a  related  field  may  substitute  for  one  year  of  the  required experience 
  • Related project experience can substitute for education on a year-for-year basis depending on the type of experience 
  • Valid Florida driver’s license

 

Preferred Qualifications

  • Comprehensive experience in design, construction, contract administration and supervision of large utility or IT projects
  • 10 years’ related experience
  • Project Management Professional (PMP) certification through the Project Management Institute

Pay Range: $70,844.80 - $95,576.00
