Description

Under general supervision, performs the planning, designing, and directing of civil engineering projects for the County.  

Hours: M-F 8a – 5p, additional as required

Essential duties and responsibilities may include, but are not limited to, the following:

  • Serves as the Chief Executive Officer of the County Engineering, Road and Bridge Department;
  • Assists the Engineer in the supervision of staff; plans and assigns work; reviews work of staff; ensures established standards are maintained; reviews and approves leave requests; interviews potential employees; recommends hires, transfers, and promotions; trains; conducts staff performance evaluations; addresses and resolves complaints; participates in employee discipline;
  • Participates in the development and implementation of annual County road reconstruction and maintenance plans;
  • Coordinates with Road & Bridge personnel and other County departments for plan review and permits on projects as applicable;
  • Interprets County subdivision regulations for developers; reviews and provides comments to plat and construction plans of proposed subdivision within the County;
  • Provides technical aid and coordination with various County departments;
  • Provides work direction to technical staff;
  • Assists the public regarding platting, surveys, and development questions and/or issues;
  • Reviews utility relocation permits associated with capital, road, or bridge improvement projects.
  • Reviews heavy haul permits that may be crossing load limited roads and bridges.
  • Performs the design and construction of capital, road, and bridge improvement or maintenance projects.
  • Works with Texas Department of Transportation and Federal Highway Administration on federally- or state-funded capital projects.
  • Participates in planning activities for capital projects and road and bridge activities.
  • Develops and reviews plans and proposals for County road and bridge projects and manages consultant contracts to provide for project design, bidding, and construction.
  • Participates in development of department policies, standards, and regulation;
  • Attends and participates in staff meetings and conferences as required.

 

Qualifications

MINIMUM QUALIFICATIONS:
Education, Experience and Training Guidelines:
Bachelor’s degree in civil engineering or a related engineering field; AND seven years of experience in subdivision design or review, drainage calculations and storm water management, and road and bridge construction and maintenance and with land surveying principles and practices is preferred; OR an equivalent combination of education, training, and experience as determined by Human Resources.  
 
Knowledge of:

  • County Personnel Policies as are set forth in the County's Personnel Policy Manual and the Salary Administration Policy, plus related Court Orders and other official announcements of the County, thereby observing and enforcing said policies without exception. Furthermore, whenever clarification is needed with regard to said policies to contact a member of the County Human Resources Department for this purpose;
  • State and federal laws, rules, and regulations governing engineering and all aspects of road and bridge;

  • Engineering principles and practices as applied to location, design, construction, and maintenance of roadway and drainage systems and bridges;  
  • Materials and equipment used in construction and maintenance projects;  
  • Computer aided design and computer mapping systems;
  • Code of federal regulations;
  • Texas government and criminal codes;
  • Local government codes;
  • Crises management and emergency response principles and practices;
  • National Incident Management System (NIMS);
  • Incident Command System (ICS);
  • Department policies, procedures, and regulations covering specific areas of assignment;
  • Principles and practices of administrative management;
  • Principles and practices of effective employee supervision;
  • Principles and practices of effective employee training;
  • Principles and practices of government accounting
  • Principles and practices of project management;
  • Department policies, procedures and regulations covering specific areas of assignment.

 
Skill in:

  • Communicating effectively, both orally and in writing;
  • Establishing and maintaining cooperative working relationships with managers, supervisors, employees, Judge, elected officials, local/state/federal staff, police and fire departments, volunteer organizations, private companies, civic groups, and the general public;
  • Planning and directing a variety of engineering projects, including analyzing and evaluating a wide variety of complex and highly technical engineering data;
  • Working with mathematical concepts such as budgetary practices and local, state, and federal statutes pertaining to roads and bridges, land use regulation, contract law purchasing, environmental protection, and organization of County government;
  • Using initiative, discretion, and decision making within established procedures, guidelines, and rules;
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions;
  • Working effectively within strict time frames and under pressure;

LICENSE & CERTIFICATION REQUIREMENTS:
Registered Professional Engineer, Licensed in the State of Texas;
Valid Texas Driver’s License.

 

Supplemental Information

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in both an office and outdoor work environment. The employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, high, precarious places, and fumes or airborne particles. The noise level in the work environment is usually moderate in the office setting, but may be very loud in outdoor situations. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
