Engineer II/III - Project Manager for the Coastal Program & Project Management

The position may be classified as an Engineer II (63,742.90 to $98,801.50) or Engineer III ($73,790.30 to $114,374.97) depending on qualifications and experience of the selected applicant.

The selected candidate will work in the Coastal Engineering Division in the Department of Public Works. The individual will perform a variety of duties of a complex nature related to coastal, dredging and civil engineering projects. The ideal candidate should be knowledgeable in coastal engineering disciplines with demonstrated project management experience in major infrastructure projects, permitting, and construction. Candidates must be adept at working on multiple projects. Excellent written and oral communication skills are a must. Coordination with other City Departments, consultants, contractors, government agencies, and project stakeholders is expected. Representative work duties include but are not limited to:

  • Project management for the Capital Improvement Program(CIP) related to beach nourishment, navigation dredging and shore protection projects
  • Overall project development including planning, design, engineering, and construction support
  • Provide comprehensive engineering support related to environmental permitting and studies
  • Bid and contract management for design and construction
  • Conducting and preparing materials for public meetings
  • Provide professional responses to citizen inquiries concerning specific projects to properly inform them as well as incorporate their input

Minimum Requirements:

Engineer II Minimum Requirement: Requires a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience; OR a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering technology program with possession of a Land Surveyors license and two (2) years of progressive professional experience; OR an Associates Degree in Engineering with six (6) years progressive professional experience plus possession of an E.I.T. Certification, OR a Professional Engineer (P.E.) license from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA).

Engineer III Minimum Requirement: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience.

Special Requirements for Engineer II /III: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

•Project management experience demonstrating the ability to independently manage several mid-sized projects, multiple small projects or a single larger project simultaneously
•Experience in municipal public works in the field of engineering
•Experience in the design and construction of coastal, dredging and shore protection engineering projects
•Experience or working knowledge in reviewing coastal, dredging and shore protection engineering plans and technical specifications
•Excellent technical writing and communication skills
•Experience in coordinating with Federal, State, Regional and Local agencies

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
