Job Duties:

This position will be filled as an Engineer II (A.13,  $63,742.90 -  $98,801.50) or an Engineer III ($73,790.30 - $114,374.97) depending on qualifications.

Engineer II

  • Prepare designs, specifications, and contracts for municipal projects such as highway construction, bridge construction, infrastructure maintenance, pump stations, waterfront construction, dredging, beach nourishment, building construction, and sewer and water construction to enable the City to build, maintain and repair its infrastructure in a timely manner in accordance with sound engineering practices.
  • Administer construction and engineering contracts to ensure compliance with the contract provisions and protection of the City’s interests; and negotiate and prepare change orders, maintain records, and prepare reports to ensure full documentation of all contract changes during construction in the event of litigation.
  • Review and inspect construction in progress to ensure the methods, materials, and equipment conform to approved standards.
  • Perform difficult engineering studies, including hydrologic studies to provide for sound engineering solutions to field problems.
  • Prepare investigative reports to help determine the proper course of action to take. Review and approve subdivision plans to ensure accuracy andconformance with City Code requirements.
  • Conduct field inspections and interpret contract requirements.
  • Coordinate projects with developers, VDOT, and other City Departments to minimize field problems and facilitate construction.
  • Prepare project cost estimates, monitor expenditures, and prepare fund transfer requests to protect the City’s financial interests.
  • Supervise draftsmen, CAD technicians and/or inspectors to ensure the quality of both the design and construction.
  • Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individualassignments will be determined by the supervisor based on then current workloads and department needs.

Engineer III

Senior Project Manager in the Transportation and Program Management Division will perform a variety of engineering duties of a complex nature relatedto project management, planning, design,and construction of roadways utilizing contract administration, public relations and written communicationsskills. Complex engineering work will entail a considerable amount of independent actions or decisions on designs, project management and operations,and regular assignments of complicated or specialized engineering and project tasks that require the application of advanced or specialized principles ofengineering principles and theory, and innovative problem solving skills. Hold principal authority for the management of complex engineering projects,programs or operations and exercise responsibilities with minimal supervision. Representative work function may include but are not limited to:

  • Provide comprehensive engineering support in all areas of civil engineering for thedevelopment of capital projects such as those that appear in theCity's six-year capital improvement program (CIP), including cost estimates, and related items for the City to budgetfor its capital improvementprojects.
  • Review design and inspection activities on a number of complex projects to ensure staff engineers meet city standards; and investigate and resolvediffcult technical development and operational problems to keep plan review procedures and project design activity functioning smoothly.
  • May assist in the planning, direction and management of a major operational bureau to providefor an effcient and productive staff.
  • Provide technical response to citizen inquiries concerning special projects to properly inform them as well as incorporate their input.
  • Provide recommendations as staff input for Planning Commission and City Council actions to assure that special needs of the City are met.
  • Provide training and assistance to professional staff in preparation or review of design drawings to ensure City standards are adhered to and thatgood engineering practices are followed.
  • Coordinate projects with several interdepartmental agencies and the private sector to meet project goals, especially in maintaining the work effort onschedule.

Engineer II Minimums: Requires a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience; OR a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering technology program with possession of a Land Surveyors license and two (2) years of progressive professional experience; OR an Associates Degree in Engineering with six (6) years progressive professional experience plus possession of an E.I.T. Certification, OR a Professional Engineer (P.E.) license from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA).

Engineer III Minimums: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience.

Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
