The IT Public Safety Solutions Manager will partner with all Public Safety Agencies, stakeholders, and the IT Deputy Chief of Enterprise Solutions and Services to identify, define and align business imperatives, strategic priorities, and manage the work and progress of the IT Public Safety Solutions Team.  This partnership will also be responsible for developing training plans, conducting, and executing performance reviews, and measuring the success of the team.

Stakeholders include Emergency Communications & Citizen Services, Police, Fire, EMS, Sheriff, Emergency Management, Commonwealth’s Attorney and Virginia Beach Courts including General District Court, Circuit Court and Juvenile & Domestic Relations Court.

The preferred candidate will have demonstrated experience in the following:

Program, Projects, and Operations

  • Plan and manage programs and projects to support the business and technology needs of Public Safety departments, stakeholders and their portfolio.
  • Manage and administer a portfolio of assets included but not limited to Record Management Systems, Case Management Systems, Customer Relationship Management (CRM) systems, Computer Aided Dispatch (CAD) system, Scheduling and Timekeeping Systems, Mobile Technology Solutions.
  • Analyze, design, development, implementation and maintenance of programs, projects, solutions that are efficient and effective focusing on meeting business requirements and the department’s strategic goals while demonstrating business value to both the agency(s) and organization.
  • Approve the design for business solutions.
  • Oversee and manage the development lifecycle of mission-critical business systems including requirements, testing, training, implementation, and support.
  • Oversee the quality management of products and services.
  • Develop training materials for new technologies, provide both formal and informal staff training to enhance the available technical in-house expertise.
  • Provide technical expertise, model building, and structured analysis for the evaluation, selection, and implementation of new and emerging technologies.
  • Coordinate reporting and data analysis activities .

Administration  

  • Work closely with vendors and IT staff to ensure continuity of systems and operations, developing governance, support models, service level agreements, and memoranda of understanding.
  • Oversee Contract Administration activities; collaborate with IT Vendor Performance Coordinator on KPIs
  • Business Continuity functions for mission-critical systems
  • Data / Information Management, Reporting and Business Intelligence
  • Industry Trends, Technology Trends, Best Practices Alignment
  • Business / IT alignment – Business Imperatives | IT Initiatives
  • Represent the department and/or City on various governance committees and teams.
  • Direct / Lead requirements elicitation and coordination of subject matter experts, analysts and engineers ensuring solutions that are designed and recommended are consistent City, Department and IT standards and best practices.
  • Serve as liaison between IT and Public Safety Department management teams on major technology initiatives.
  • Oversee departmental service level agreements in alignment with IT standards for emergency and after-hours support of critical information systems.
  • Assist in the development of the department strategic plan for technical needs.
  • Prepare reports, conduct analysis, and monitor compliance with program policies and objectives. 

 Budget 

  • Prepare Annual Budget Documents including Capital Improvement Project Requests
  • Provide Department Leadership and stakeholders with technical, business, and functional information needed to inform the preparation of annual budgets and requests including all supporting information appropriate to identify, plan and schedule multi-year operational expenses
  • Selected Candidate will have the opportunity to work a hybrid/telework schedule within the Hampton Roads area.

CJIS/PREA Disclaimer : ***This position will provide direct support to the City’s Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases.  As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach.  Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements.

Minimum Requirements:

MINIMUMS: Requires a Bachelors Degree in Computer Science, Engineering, Information Technology or a related field plus eight (8) years of progressive professional experience, in fields utilizing the required knowledge, skills, and abilities associated with such positions as an IT Project Manager, Senior Systems Analyst, or similar; or any combination of education (above the high school level) and/or experience equivalent to twelve (12) years which provides the required knowledge, skills and abilities. Required progressive professional experience includes leading or managing large to enterprise-sized applications throughout a product life cycle. Experience should be across all stages of the product life cycle. However, life cycle experiences can be incrementally acquired across multiple IT applications. SPECIAL REQUIREMENTS: This position is classified as Alpha I. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

• 5 or more years of IT and business/industry work experience including business analysis, requirements elicitation, business strategy development, testing, deployment of systems/solutions, and full life cycle management (Business Process and System)
• Demonstrated IT/Business experience in support of public safety agencies.
• Business Capability mapping, Process improvement, Process Redesign experience
• Implementation, configuration, support of IT mission-critical software systems/applications preferably in support of public safety agencies
• Experience with Systems/Solutions Integration
• ITIL (Information Technology Infrastructure Library) certification
• Strong analytical and problem-solving skills
• Ability to develop problem/opportunity documents to help business units establish capabilities for a proposed solution
• Knowledge of all aspects of systems analysis, business process redesign and re-engineering principles, strategic planning, and fundamental knowledge of financial models and budgeting
• Knowledge of and relevant experience in Business Relationship Management
• Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Business, Criminal Justice, Public Safety or closely related fields
• Recent experience with IT methodologies such as Waterfall or Agile, or similar methodologies
• Experience integrating mobile requirements into key strategic initiatives, programs and projects targeted to improve productivity and collaboration between agencies and organizational stakeholders
• Experience addressing analytics challenges that are present in multiple industry verticals.
• Experience developing impactful, meaningful KPI’s and relative metrics that demonstrate business value and overall success of technology investments.
