Job Duties:

The City of Virginia Beach is seeking a collaborative, innovative Development Liaison with the ability to serve as a primary point of contact for Department of Planning and Community Development customers; the ability to coordinate and explain City of Virginia Beach land development requirements and processes in a customer friendly, professional, and understandable manner. This position is advertised as Planner I/II. Qualifications of successful candidate will determine whether it is hired as a I or a II. The associated pay grades are as follows: 

Planner I (Salary Range $52,441.40 - $81,284.17)

Planner II (Salary Range $57,817.00 - $89,616.00)

Duties of this postition include, but are not limited to:

• Prepare and/or review plans, studies and reports related to planning, programming and development activities to ensure long range development policies of the City are met.

• Provide information, answers and advocacy for applicants, developers and builders related to preliminary subdivisions, construction plans, conditional use permits, subdivision variances, rezonings, and site plan review for compliance with appropriate ordinances and City Council requirements.

• Initiates and ensures close coordination with staff involved with land development in various departments throughout the organization

• Assist with troubleshooting issues to find potential solutions related to City of Virginia Beach regulations and processes in an effort to resolve issues while upholding public interest

• Ensure development requirements are presented in an understandable manner; ensures accurate feedback is provided frequently and efficiently

• Assist Planning and Community Development Liaison Coordinator in coordination/and or guidance to applicants, developers and builders concerning conditional re-zonings, conditional use permits, development site plan review, bonds and sureties, subdivision plats, wetlands, Chesapeake Bay Preservation Act (CBPA), stormwater management, building plan review, building permit issuance, trade permit issuance, boards and commissions, etc.

• Act as point of contact for all stakeholders in the development review process as assigned by Planning and Community Development Liaison Coordinator. Relay requests, recommendations and comments from the development community to the Planning and Community Development Liaison Coordinator.

• Coordinate meetings with various boards, developers and the public, to gather or provide information on planning reports or City actions.

• Assist in policy development, recommendations and solutions to problems based on analysis of information, knowledge of planning practices, applicable laws and regulations, local conditions and other pertinent factors to guarantee that City objectives are satisfied.

• Assist Planning and Community Development Liaison Coordinator in undertaking a diversity of special projects and tasks for commissions, boards, and other groups.

• Candidate must have the ability to balance multiple projects and be flexible in a dynamic, deadline driven environment.

Additional duties of a Planner II include:

• Prepare and/or supervise the review of plans, studies and reports related to planning, programming, and development activities to ensure long range development policies of the City are met.

• Provide information, answers and advocacy for applicants, developers and builders related to preliminary subdivisions, construction plans, conditional use permits, subdivision variances, re zonings, and site plan review for compliance with appropriate ordinances and City Council

requirements.

• Coordinate and manage the development of architectural and design guidelines as related to land use.

• Initiates and ensures close coordination with staff involved with land development in various departments throughout the organization

• Assist with troubleshooting issues to find potential solutions related to City of Virginia Beach regulations and processes in an effort to resolve issues while upholding public interest

• Assist Planning and Community Development Liaison Coordinator in coordination/and or guidance to applicants, developers and builders concerning conditional re-zonings, conditional use permits, development site plan review, bonds and sureties, subdivision plats, wetlands, Chesapeake Bay Preservation Act (CBPA), stormwater management, building plan review, building permit issuance, trade permit issuance, boards and commissions, etc.

Minimum Requirements:

Planner I Minimums: Bachelor’s degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field and two (2) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR an equivalent combination of education (above high school level) and years of experience utilizing the knowledge, skills, and abilities associated with this position.
Planner II Minimums: Bachelor’s degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field and four (4) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR an equivalent combination of education (above high school level) and years of experience utilizing the knowledge, skills, and abilities associated with this position.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Bachelors or Master Degree in Urban/Regional Planning, Landscape Architecture, Engineering, Construction Management, or closely related field.
Related professional license.
Experience in both private and municipal/government setting.
Preference will be given to candidates with experience in land development, permitting and construction processes.
Candidates that have development plan review and project management experience are highly desired.
Experience interpreting and researching ordinances and or/building codes is preferred.
Effective oral, written and interpersonal communication skills with a customer service focus are essential.
Meeting facilitation/public presentation experience.
Work/Coordination experience with multidisciplinary design teams.
Graphic presentation or report preparation experience.
Experience with digital permitting/plan review software.
